About Tembo Nickel

Tembo Nickel Corporation Limited (“Tembo”) is an operational company established through the Framework Agreement signed on 19 January 2021 between Kabanga Nickel Limited and the Government of Tanzania for the development of the Kabanga Nickel Deposits in Ngara District, North-West Tanzania.

Owned 84% by Kabanga Nickel and 16% by the Government of Tanzania, Tembo is responsible for the mining and processing of nickel, copper, and cobalt. The Kabanga Project is a globally significant greenfield development and one of the world’s largest undeveloped high-grade nickel sulphide deposits, supporting the transition to a low-carbon economy while creating lasting economic and social benefits for Tanzania.


Position Summary

Tembo Nickel is seeking an experienced and visionary Head of Community and Resettlement to provide strategic leadership, governance oversight, and executive-level direction for all community relations and resettlement activities across the project.

The successful candidate will be responsible for maintaining the company’s social licence to operate by ensuring effective management of community relations, resettlement implementation, livelihood restoration, stakeholder engagement, and monitoring, evaluation and learning (MEL) programs.

The role oversees all Social Performance functions and ensures compliance with international standards, including IFC Performance Standards, while effectively managing social and reputational risks throughout the project lifecycle.


Key Duties and Responsibilities

1. Strategic Leadership and Governance

  • Provide overall leadership and strategic direction for the Community and Resettlement function.
  • Ensure alignment between social performance activities, corporate objectives, and operational priorities.
  • Serve as the principal advisor to the Executive Leadership Team on social risks, stakeholder expectations, community dynamics, and resettlement progress.
  • Lead the development and implementation of the Social Performance Strategy.
  • Establish governance frameworks, quality assurance systems, performance standards, and continuous improvement mechanisms.
  • Represent the company in high-level engagements with government authorities, lenders, auditors, investors, and external stakeholders.

2. Resettlement, Livelihoods, Community Relations and MEL

  • Provide strategic oversight of Resettlement Construction, Resettlement Implementation, Livelihood Restoration, Government & Community Relations, and MEL activities.
  • Ensure all programs comply with IFC Performance Standard 5 (IFC PS5), national legislation, and lender requirements.
  • Promote approaches that support sustainable improvements in living standards for Project Affected Persons (PAPs).
  • Strengthen trust and maintain the company’s social licence to operate through effective community engagement.
  • Drive evidence-based decision-making through robust monitoring, evaluation, and learning systems.
  • Ensure integrated implementation and coordination across all Social Performance workstreams.
  • Collaborate closely with the General Manager and Project Director to align social performance objectives with operational requirements.

3. Stakeholder Engagement and Relationship Management

  • Support the CEO/Country Manager in high-level engagements with regional and national government authorities.
  • Lead strategic stakeholder engagement initiatives to maintain transparent and constructive relationships.
  • Ensure community engagement programs are inclusive, culturally appropriate, and responsive to stakeholder expectations.
  • Oversee grievance management systems and ensure timely resolution of stakeholder concerns and commitments.

4. Social Risk Management and Compliance

  • Identify, assess, monitor, and manage social, operational, and reputational risks.
  • Ensure compliance with:
    • IFC Performance Standards
    • Equator Principles
    • United Nations Guiding Principles on Business and Human Rights (UNGPs)
    • Tanzanian legislation
    • Investor and lender requirements
  • Lead internal and external social performance audits and corrective action implementation.
  • Ensure social risks are integrated into enterprise-wide risk management and operational planning.

5. Planning, Reporting and Assurance

  • Lead the preparation of annual Social Performance strategies, work plans, budgets, and resource allocations.
  • Oversee the development of reports for senior management, Board committees, lenders, and government authorities.
  • Ensure accurate and transparent reporting on:
    • Resettlement implementation
    • Livelihood restoration outcomes
    • Community engagement performance
    • Social risk trends
  • Lead social performance reporting for the LZM Sustainability Report.
  • Ensure strong data management, documentation, and reporting systems.
  • Govern Social Performance Standard Operating Procedures (SOPs).
  • Manage and optimize the Social Performance budget.

6. Team Leadership and Organizational Capability

  • Lead and mentor senior managers responsible for:
    • Resettlement
    • Livelihood Restoration
    • Government & Community Relations
    • Monitoring, Evaluation and Learning (MEL)
  • Build organizational capability through coaching, training, and professional development.
  • Foster a culture of accountability, collaboration, innovation, and continuous learning.
  • Ensure adequate staffing, succession planning, and resource allocation across the department.

7. Cross-Functional Integration

  • Work closely with Operations, HSE, Security, Human Resources, Supply Chain, Legal, and Communications teams.
  • Ensure social considerations are integrated into project planning and operational execution.
  • Align land access requirements, construction schedules, resettlement activities, and community engagement programs.
  • Support local content initiatives, including employment, supplier development, and community capacity-building programs.

8. Health, Safety and Ethical Conduct

  • Ensure all Social Performance activities comply with Health, Safety, and Environmental (HSE) requirements.
  • Promote ethical, respectful, and culturally sensitive engagement practices.
  • Ensure timely reporting and management of incidents and social performance risks.
  • Champion a strong safety culture within the Community and Resettlement team.

Qualifications

Required Education

  • Bachelor’s Degree in Social Sciences, Development Studies, Public Policy, or a related discipline.

Preferred Qualifications

  • Postgraduate qualification in Social Performance, Resettlement, Environmental, Social and Governance (ESG), Leadership, Public Policy, Development Studies, or a related field.

Knowledge and Experience

Applicants should possess:

  • Minimum of twelve (12) to fifteen (15) years of experience in social performance, resettlement, community relations, stakeholder engagement, or related disciplines.
  • Significant experience in mining, infrastructure, energy, or large-scale development projects.
  • Demonstrated success in leading complex Resettlement Action Plans (RAPs) aligned with IFC Performance Standard 5.
  • Proven experience managing multidisciplinary teams and senior-level professionals.
  • Extensive experience engaging with:
    • Government institutions
    • Development finance institutions
    • Lenders and investors
    • Auditors
    • Community stakeholders
  • Strong understanding of international social performance frameworks and ESG principles.
