Position Summary
The role is responsible for managing mobile money disbursements, cash management, reconciliation, reporting, risk management, stakeholder engagement, and capacity building to ensure timely, accurate, and compliant beneficiary payments.
The successful candidate will support efficient mobile money operations while maintaining strong internal controls, minimizing transaction failures, and ensuring compliance with organizational policies and donor requirements.
Key Responsibilities
1. Mobile Money Disbursements & Cash Management (60%)
Duties
- Review payment schedules and verify supporting documentation before processing transactions.
- Resolve documentation gaps promptly to avoid payment delays.
- Upload mobile money payments to the platform without delay.
- Reprocess rolled-back or failed transactions according to policy.
- Ensure all payments are created and approved before disbursement.
- Process daily mobile money disbursements.
- Conduct weekly reconciliations of mobile money transactions.
- Maintain proper filing and storage of mobile money documentation.
- Ensure adequate mobile money float is available to support payments.
Expected Results
- Timely mobile money disbursements.
- 100% resolution of rolled-back and failed transactions on a weekly basis.
- No complaints related to payment delays.
- 100% accurate and complete documentation.
2. Reporting & Analytics (5%)
Duties
- Analyze mobile money usage trends and beneficiary payment patterns.
- Ensure mobile money balance sheet accounts are accurately allocated and maintained.
Expected Results
- Timely beneficiary payments.
- No balance outstanding for more than 30 days.
3. Risk Management (20%)
Duties
- Support mobile money audits when required.
- Monitor unusual transaction patterns and report potential fraud.
- Assist investigations by providing reconciled transaction records and histories.
- Participate in mobile money operational risk assessments.
- Support implementation of audit and financial review recommendations.
Expected Results
- Audit recommendations implemented within 90 days.
- At least two operational risks identified and addressed annually.
4. Capacity Building & Stakeholder Engagement (15%)
Duties
- Train field staff and finance teams on mobile money procedures.
- Provide guidance on documentation requirements and fraud prevention.
- Develop simplified reference guides and Standard Operating Procedures (SOPs).
- Coordinate with mobile money service providers to resolve technical issues.
- Work closely with programme teams to verify beneficiary lists.
- Recommend process improvements to reduce transaction failures and delays.
Expected Results
- Quarterly training sessions conducted.
- Prompt resolution of technical and operational issues.
- Improved efficiency of mobile money operations.
Qualifications
Education
- Bachelor’s Degree in:
- Accounting
- Business Administration
- Or a related field
Added Advantage
- CPA qualification.
Experience
- Minimum of 2 years of relevant experience in:
- Finance
- Accounting
- Donor-funded projects
- NGOs
- Financial institutions
Preferred Knowledge and Skills
- Experience using SunSystems.
- Proficiency in:
- Microsoft Excel
- Microsoft Word
- Microsoft PowerPoint
- Good planning and organizational skills.
- Strong customer care and stakeholder management skills.
- Ability to maintain effective working relationships across all levels of staff.
- Strong attention to detail and accuracy.
- Knowledge of mobile money operations and reconciliation processes.
- Understanding of fraud prevention and financial controls.
