Position Overview

The Private Sector Engagement Expert will lead the development and implementation of Enabel Tanzania’s partnerships and private sector engagement strategy.

The role aims to strengthen collaboration with private sector actors, development partners, public institutions, and non-traditional donors to enhance innovation, sustainability, and impact across Enabel’s programs.

The successful candidate will work closely with the Country Director, Programme Managers, Project Managers, thematic experts in Tanzania, and international experts based in Brussels.


Key Responsibilities

A. Partnerships Strategy and Pipeline Development

  • Design and implement Enabel Tanzania’s Partnerships Strategy (2026–2028).
  • Transition partnership development from an ad-hoc approach to a structured and proactive model.
  • Identify, map, and prioritize strategic partners and funding opportunities.
  • Develop a strong partnerships pipeline.
  • Explore cross-regional collaboration opportunities.
  • Adapt successful partnership models from Enabel’s global portfolio.
  • Co-create partnership strategies, action plans, and monitoring frameworks with stakeholders.
  • Align partnership initiatives with country priorities and business development objectives.

B. Partnership Development and Operationalisation

Private Sector Engagement

  • Drive private sector engagement across Enabel projects.
  • Support project teams in understanding the value of private sector collaboration.
  • Promote sustainability and innovation through strategic partnerships.

Partnership Development

Support the design and establishment of partnerships with:

  • Belgian organizations
  • European institutions
  • Tanzanian businesses and institutions
  • African regional partners

Priority Sectors

Partnership Management

  • Prepare Memoranda of Understanding (MoUs).
  • Develop concept notes and partnership proposals.
  • Coordinate due diligence processes.
  • Support negotiations and partnership agreements.
  • Manage stakeholder relationships.
  • Monitor partnership implementation and outcomes.
  • Produce quarterly progress reports.
  • Lead implementation of the Country Action Plan on Partnerships.

Internal Capacity Building

  • Train staff on partnership development approaches and tools.
  • Promote best practices across projects.
  • Document and scale successful partnership models.

Required Qualifications

Education

Master’s Degree in any of the following or related fields:

  • Business Administration
  • Economics
  • Development Studies
  • International Relations
  • Finance

Experience

  • Tanzanian National.
  • Minimum 7 years of relevant professional experience.
  • Experience in:
    • Partnership Development
    • Business Development
    • Resource Mobilization
    • Private Sector Engagement
    • International Development Cooperation
  • Excellent understanding of Tanzania’s business environment.
  • Proven experience building partnerships with:
    • Private sector organizations
    • Development partners
    • Donors
    • Government institutions
  • Experience developing partnership strategies and pipelines.
  • Experience conducting stakeholder mapping and partner due diligence.
  • Experience managing partnership processes from identification to implementation.
  • Understanding of:
    • Market Systems Development (MSD)
    • Private Sector Development (PSD)
    • Inclusive Business Models
  • Experience working within multi-stakeholder environments is highly desirable.
