Position Overview
The East, Central and Southern African Health Community (ECSA-HC) is inviting applications from suitably qualified nationals of its Member States for the position of Director of Finance.
The successful candidate will provide strategic financial leadership, oversee resource mobilization, strengthen financial governance, lead digital transformation of financial systems, and ensure efficient management of multi-donor funding portfolios in accordance with International Public Sector Accounting Standards (IPSAS) and donor requirements.

Purpose of the Role
Reporting directly to the Director General, the Director of Finance will:
- Lead the organization’s financial strategy.
- Head the Resource Mobilization Team (RMT).
- Diversify and secure sustainable funding.
- Modernize financial systems through digital transformation.
- Strengthen governance, accountability, and internal controls.
- Manage complex multi-donor financial portfolios.
- Integrate climate and health financing into organizational planning.
Key Responsibilities
1. Strategic Financial Leadership
- Develop and implement a multi-year financial strategy aligned with the ECSA-HC Strategic Plan.
- Ensure long-term financial sustainability.
- Provide strategic financial advice to senior management.
2. Resource Mobilization
- Lead the Resource Mobilization Team (RMT).
- Identify and secure funding from traditional and non-traditional donors.
- Mobilize funding for climate and pandemic preparedness initiatives.
- Strengthen donor partnerships.
3. Financial Planning & Budgeting
- Lead preparation of:
- Consolidated budgets.
- Activity budgets.
- Medium-term financial forecasts.
- Align budgets with strategic priorities.
- Integrate financial risk assessments.
4. Financial Reporting & Expenditure Control
- Monitor expenditure against approved budgets.
- Prepare:
- Monthly financial reports.
- Quarterly reports.
- Annual financial statements.
- Donor-specific financial reports.
- Ensure timely and accurate financial reporting.
5. Internal Controls & Risk Management
- Design and strengthen internal financial controls.
- Safeguard organizational assets.
- Prevent fraud and corruption.
- Improve financial governance and accountability.
6. Audit Management
- Coordinate internal and external audits.
- Serve as the primary liaison with auditors.
- Implement audit recommendations.
7. Payroll & Treasury Management
- Manage payroll operations.
- Oversee investments.
- Advise management on:
- Cash flow management.
- Investment opportunities.
8. Donor Compliance & Cash Flow Management
- Prepare donor advance requests.
- Manage expenditure liquidations.
- Ensure compliance with donor regulations.
Major donor partners include:
- WHO
- Global Fund
- European Union (EU)
- East African Community (EAC)
- Southern African Development Community (SADC)
9. Sub-Recipient Financial Management
- Prepare financial agreements and sub-agreements.
- Provide technical support to sub-recipients.
- Monitor compliance with donor agreements.
10. Digital Transformation
- Lead implementation of integrated ERP systems.
- Improve automation of financial processes.
- Promote data analytics for decision-making.
- Modernize financial reporting systems.
11. Climate & Health Finance
- Integrate climate resilience into financial planning.
- Manage financing for climate-related health programmes.
- Support sustainable funding initiatives.
12. Staff Leadership & Development
- Mentor and supervise finance staff.
- Conduct performance management.
- Promote ethical leadership and continuous professional development.
13. Policy & Compliance
- Advise the Director General on:
- Financial policies.
- IPSAS compliance.
- IFRS requirements.
- Statutory and legal obligations.
- Perform other duties assigned by the Director General.
Educational Qualifications
Applicants must possess:
Required
- Bachelor’s Degree in:
- Commerce,
- Accounting, or
- Equivalent qualification.
- Professional qualification as:
- Chartered Accountant (CA), or
- Certified Public Accountant (CPA).
Preferred
- Master’s Degree in:
- Commerce,
- Accounting,
- Finance,
- Related discipline.
An MBA is an added advantage.

Professional Experience
Applicants must have:
- Minimum 8 years of senior management experience in financial management.

Experience managing funding from organizations such as:
- Global Fund
- World Bank
- European Union

Additional experience required:
- Successful fundraising and proposal development.
