Background

Through its Country Strategic Plan (2022–2027), WFP Tanzania supports the Government of the United Republic of Tanzania in strengthening nutrition, resilient livelihoods, human capital development, and healthy diets.

As part of these efforts, WFP recently secured funding from the Postcode Lotterij (formerly the Dutch Postcode Lottery) to implement a three-year flagship initiative aimed at fortifying underutilized staple foods, particularly:

  • Wholegrain maize flour
  • Sorghum
  • Millet

The project seeks to address micronutrient deficiencies (“hidden hunger”) through innovative food fortification approaches while strengthening national systems, generating evidence, and supporting policy development.

In parallel, WFP Tanzania and the Government of Tanzania are implementing the Mapping and Modelling Inadequate Micronutrient Intake (MIMI) Project, which uses advanced analytical approaches to assess micronutrient deficiencies and support evidence-based nutrition policies.

To coordinate these initiatives, WFP is recruiting a Programme Policy Officer (Micronutrients) who will serve as Project Coordinator for the Postcode Lotterij Food Fortification Project.

The successful candidate will report directly to:

  • Head of Nutrition, HIV and School-Based Programmes

Job Purpose

The Programme Policy Officer will provide strategic leadership and day-to-day coordination for the Postcode Lotterij Food Fortification Project while overseeing WFP Tanzania’s food fortification and biofortification portfolio.

The role focuses on project implementation, stakeholder engagement, policy support, donor coordination, resource mobilization, evidence generation, and strengthening national food fortification systems.


Key Responsibilities

Project Management & Coordination

  • Lead day-to-day implementation and overall management of the Postcode Lotterij project.
  • Ensure project implementation aligns with donor commitments, timelines, deliverables, and global objectives.
  • Coordinate implementation across WFP Tanzania Country Office, WFP Headquarters, and the Global Project Coordinator.
  • Lead planning and implementation of project phases including pilot, scale-up, and advocacy activities.
  • Monitor implementation progress and recommend corrective actions where necessary.

Food Fortification & Biofortification Portfolio

  • Coordinate WFP Tanzania’s food fortification and biofortification programmes.
  • Provide technical guidance across projects, units, and regions.
  • Position WFP as a leading technical agency in food fortification within Tanzania.
  • Represent WFP at national and sub-national technical forums.

Financial & Grant Management

  • Work closely with finance and budget teams.
  • Monitor grant utilization.
  • Recommend budget reprogramming when necessary.
  • Ensure efficient financial management throughout project implementation.

Stakeholder Engagement

  • Identify and engage stakeholders across:
    • Government institutions
    • United Nations agencies
    • NGOs
    • Civil society organizations
    • Private sector
    • Academic institutions
    • Research organizations
    • Development partners
    • Donors
  • Build strong partnerships to support food fortification and biofortification initiatives.

Evidence Generation & Technical Support

  • Support implementation of the MIMI Project.
  • Generate evidence to strengthen targeting and programme design.
  • Document pilot results, operational lessons, feasibility studies, and shelf-life data.
  • Develop technical materials supporting food fortification policies and programme scale-up.
  • Finalize the Food Fortification Position Paper.
  • Support revision of WFP Tanzania’s Nutrition Integration and Healthy Diets Strategy.

Policy & Advocacy

  • Facilitate policy dialogue.
  • Support development and adoption of national food fortification standards and guidelines.
  • Translate technical evidence into policy recommendations and advocacy materials.

Resource Mobilization

  • Lead fundraising efforts on micronutrient programmes.
  • Develop concept notes and project proposals.
  • Support donor engagement activities.

Communication & Reporting

  • Coordinate donor reporting.
  • Produce communication and visibility materials.
  • Develop knowledge products.
  • Share project achievements internally and externally.
  • Contribute to global knowledge sharing and cross-country learning.

Collaboration

  • Coordinate closely with Programme teams at national and sub-national levels.
  • Work with WFP Headquarters and Global Project Coordinator.
  • Perform any additional duties assigned by management.

Expected Deliverables

By the end of the contract, the successful candidate should have:

  • Successfully implemented the Postcode Lotterij and MIMI projects.
  • Achieved project objectives within agreed timelines.
  • Generated and disseminated evidence supporting national food fortification.
  • Coordinated WFP Tanzania’s food fortification and biofortification portfolio effectively.
  • Established strong stakeholder partnerships.
  • Finalized and secured endorsement of the Food Fortification Position Paper.
  • Revised the Nutrition Integration and Healthy Diets Strategy.
  • Developed and submitted nutrition concept notes and funding proposals.
  • Produced donor reports, communication products, and knowledge materials on time.
  • Finalized technical documents including:
    • Training manuals
    • Draft standards
    • Position papers
    • Technical packages for food fortification.

Required Qualifications

Education

Advanced University Degree (Master’s or equivalent) in:

  • Public Health
  • Nutrition
  • Food Technology
  • Public Policy
  • Social Sciences
  • Or a related field.

Professional Experience

Applicants should have 5–10 years of relevant experience in:

  • Public health nutrition
