About UN Volunteers (UNV)

The United Nations Volunteers (UNV) programme promotes peace and development through volunteerism worldwide. UNV Field Units (FUs) mobilize and place UN Volunteers in UN Agencies, Funds, and Programmes addressing development, humanitarian, and peacebuilding needs.

Field Units represent UNV at the country level by strengthening partnerships with governments, UN entities, civil society organizations, and the private sector while promoting volunteerism as a strategic solution for sustainable development.


Tiered Application Approach

In line with UNDP/UNCDF/UNV’s commitment to supporting existing personnel, vacancies are advertised using a tiered recruitment process:

  • Tier 0: UNDP/UNCDF/UNV staff with Permanent (PA) or Fixed-Term Appointments (FTA) whose positions will be abolished or contracts terminated/not renewed during 2026.
  • Tier 1: Other UNDP/UNCDF/UNV staff holding Permanent or Fixed-Term Appointments.
  • Tier 2: Staff holding Temporary Appointments (TA), Regular PSA contracts, and Expert/Specialist UN Volunteers.
  • Tier 3 (or no tier indicated): External candidates and all other contract holders.

This vacancy is open to Tier 0, Tier 1, Tier 2, and Tier 3 applicants.


Job Description

The Partnership Analyst provides strategic partnership support, business intelligence, volunteer mobilization, and operational coordination to strengthen UNV’s country presence and expand volunteer engagement across development, humanitarian, and peace initiatives.

Reporting to the Portfolio Manager/Specialist, Regional Office, the incumbent leads country-level partnership analysis while supervising the UN Volunteers supporting Field Unit activities.

The role also ensures alignment between country priorities and UNV regional and global strategies while maintaining compliance with UNDP and UNV policies.


Key Responsibilities

1. Country Partnership Development & Volunteer Mobilization

  • Build and maintain partnerships with UN agencies, government institutions, civil society organizations, and development partners.
  • Promote integration of volunteer solutions into UN programmes and national development initiatives.
  • Participate in UN planning processes including:
    • Common Country Assessment (CCA)
    • United Nations Sustainable Development Cooperation Framework (UNSDCF)
    • Humanitarian Response Plans
    • Thematic Task Forces
  • Analyze Country Programme Documents and sector strategies to identify opportunities for volunteer engagement.
  • Assess partner demand and contribute to volunteer mobilization strategies.
  • Identify opportunities for onsite and online UN Volunteers across development, humanitarian, and peace portfolios.
  • Organize outreach campaigns promoting volunteerism.
  • Prepare presentations, analytical reports, briefing materials, and partnership documents.
  • Support national volunteer talent attraction in collaboration with the Regional Talent Acquisition Analyst.

2. Business Intelligence, Planning & Demand Analysis

  • Develop country-level business intelligence on UN partners, programmes, and emerging priorities.
  • Monitor volunteer mobilization trends and key performance indicators.
  • Utilize CRM systems, Business Intelligence reports, and corporate planning tools.
  • Produce country-specific recommendations based on regional priorities and partner needs.
  • Support development of innovative volunteer solutions aligned with national priorities.

3. Duty of Care

  • Coordinate with Field Security Officers and host entities on volunteer safety and security.
  • Ensure compliance with UN security procedures and risk mitigation measures.
  • Coordinate medical evacuation support when required.
  • Maintain regular communication with serving UN Volunteers.
  • Conduct field visits and engage supervisors to support volunteer wellbeing and performance.
  • Provide timely support throughout the volunteer assignment lifecycle.

4. Management Responsibilities

  • Develop and implement the annual Field Unit work plan.
  • Establish and monitor performance indicators.
  • Manage operational support funds and budgets.
  • Ensure effective coordination of Field Unit operations.
  • Promote teamwork, learning, professionalism, and knowledge sharing.
  • Supervise assigned UNV personnel, including performance management and capacity development.

Institutional Arrangement

The Partnership Analyst reports directly to the Portfolio Manager/Specialist, Regional Office.

The position is responsible for:

  • Strengthening UNV’s position as a strategic volunteer solutions provider.
  • Expanding volunteer mobilization across partner organizations.
  • Aligning country-level activities with regional and global UNV priorities.
  • Ensuring compliance with UNV and UNDP rules, policies, and procedures.

Since UNV operates as a system-wide service administered by UNDP, Field Units are hosted within UNDP Country Offices and work closely with the UNDP Resident Representative and the UN Resident Coordinator.


Required Qualifications

Education

Applicants must possess either:

  • A Master’s Degree in:
    • Partnership Management
    • Social Sciences
    • International Development
    • Project Management
    • Public Administration
    • Business Administration
    • Or a related field

OR

  • A Bachelor’s Degree in one of the above disciplines together with two additional years of relevant experience.

Experience

Applicants should have:

  • Minimum 2 years of relevant experience with a Master’s Degree,

OR

  • Minimum 4 years of relevant experience with a Bachelor’s Degree.

Relevant experience should include:

  • Partnerships and stakeholder engagement.
  • Development cooperation.
  • International relations.

  • Humanitarian, peacebuilding, or development programmes.
