Position Summary
The Program Manager – Health Workforce provides strategic leadership and oversight of the Foundation’s Health Workforce Portfolio. The role ensures the effective design, implementation, quality, and growth of programs that strengthen health workforce systems and improve health outcomes. This position oversees multiple initiatives across Mainland Tanzania, collaborates with Zanzibar programs, and handles portfolio performance, stakeholder engagement, quality assurance, and resource mobilization.
Key Roles and Responsibilities

Strategic Leadership: Provide technical leadership over the health workforce portfolio; develop innovative, evidence-based interventions aligned with national priorities; promote integrated approaches across workforce planning, deployment, performance management, and governance.

Portfolio & Program Management: Lead planning, implementation, monitoring, and quality assurance; ensure compliance with donor and organizational requirements; drive adaptive management to mitigate risks.

Technical Excellence & Learning: Lead capacity-strengthening initiatives (training, mentorship, coaching); promote data and research usage for continuous improvement; oversee the development of technical reports, policy briefs, and publications.

Stakeholder Engagement: Build strong relationships with government institutions, development partners, and donors; represent the Foundation in technical working groups and policy forums.

Business Development: Provide technical input for resource mobilization, proposal development, and grant applications under the guidance of the Director.

Team Leadership & Compliance: Supervise, mentor, and support program staff; ensure compliance with donor requirements and government policies; manage operational, financial, and reputational risks.
Qualifications and Experience

Education: Master’s degree in Public Health, Health Systems Management, Health Workforce Development, Health Policy, Medicine, Nursing, Public Administration, or a related field.

Experience: Minimum of eight (8) years of progressively responsible experience in health workforce or health systems strengthening, including managing donor-funded projects.

Proven experience leading multi-stakeholder programs involving government institutions and development partners.

Strong understanding of health workforce systems, policies, and priorities in Tanzania (regional experience is an asset).

Demonstrated skills in program design, budgeting, proposal development, resource mobilization, and team management.
