Position Summary
The M&E Officers support the design and implementation of Monitoring, Evaluation, Research, and Learning (MERL) systems across various portfolios, including Health Workforce, Nurturing Care for Early Childhood Development (NCFECD), and MNCH programs. They ensure high-quality data collection, analysis, and quality assurance to track performance, inform decision-making, and satisfy donor reporting requirements.
Key Responsibilities

M&E Frameworks: Support the development of M&E frameworks, data tools, and reporting workflows; align systems with donor metrics and national databases; support digital data visualization platforms.

Data Management: Coordinate routine data collection and verification across project sites; maintain internal databases and performance dashboards; conduct regular data quality assessments (DQAs).

Research & Evaluation: Track progress against program targets; support baseline, midline, and endline evaluations; analyze data to provide actionable insights; ensure adherence to ethical research protocols.

Learning & Knowledge Management: Document best practices, innovations, and success stories; contribute to technical briefs; support organizational learning events and review meetings.

Capacity Building: Provide technical guidance and training on MERL requirements to program teams, partners, and sub-grantees; conduct regular supportive supervision field visits.

Data Protection & Safeguarding: Ensure secure, ethical handling of data—especially relating to children and caregivers—in compliance with data protection policies.
Qualifications and Experience

Education: Bachelor’s degree in Public Health, Statistics, Monitoring & Evaluation, Economics, Demography, Social Sciences, Computer Science, or a related field (Master’s degree is an added advantage).

Experience: Minimum of five (5) years of experience in M&E, preferably within Early Childhood Development, MNCH, or health workforce programs.

Strong proficiency in Microsoft Excel and digital data tools (e.g., Kobo Toolbox, ODK); experience with DHIS2, Power BI, SPSS, or STATA is highly desired.

Excellent data visualization, reporting, analytical, and problem-solving skills.
