Project Background

Plan International Tanzania is recruiting two Financial Literacy & Cooperative Specialists under the anticipated Advancing Gender Equality in Tanzania (PAMOJA) project.

PAMOJA is a World Bank-IDA financed initiative implemented by the Government of Tanzania through:

• Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG).
• Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG).

The project covers:

• 40 district councils across 10 regions in Mainland Tanzania.
• 8 districts across 4 regions in Zanzibar.

The project aims to:

• Advance women’s economic empowerment.
• Strengthen Gender-Based Violence (GBV) prevention and response services.
• Improve financial capacity and business skills among approximately 7,500 Community Microfinance Groups (CMGs), mainly women-led groups.

Through a Train-the-Trainer (ToT) approach, PAMOJA will strengthen local government and community facilitators to deliver financial literacy, business development, and mentoring support to women entrepreneurs.

Role Purpose

The Financial Literacy & Cooperative Specialist will strengthen the financial knowledge, management capacity, and institutional structures of women-led groups supported under the project.

The role will focus on:

• Delivering financial literacy training.
• Supporting cooperative formation.
• Improving bookkeeping and financial management practices.
• Linking groups with financial institutions.
• Building sustainable financing systems for women-led enterprises.

The specialist will translate complex financial concepts into simple and practical materials suitable for low-literacy community participants.

Key Responsibilities

Financial Literacy Training & Capacity Building

• Design and deliver financial literacy content under the dual-track training curriculum, including:
  • Entrepreneurship development.
  • Bookkeeping.
  • Collective financial management.
  • Savings and lending models (CMG/VSLA modules).
• Develop practical financial education materials suitable for rural communities.
• Ensure financial concepts are delivered in clear and culturally appropriate formats.

Cooperative Development & Institutional Strengthening

• Advise women’s groups on legal processes for establishing and formalising cooperatives in:
  • Zanzibar.
  • Mainland Tanzania.
• Support groups in developing sustainable governance and financial management systems.
• Strengthen institutional foundations for women-led enterprises.

Access to Finance Support

• Develop financial readiness and investment assessment tools linking group financing with viable business models.
• Support preparation of business plans to improve access to finance.
• Develop Access to Finance roadmaps to guide groups through financing processes.
• Link community groups with:
  • Traditional financial institutions.
  • Non-traditional financing providers.

Mentorship & Business Development Support

• Provide coaching and mentorship on financial management during supervision phases.
• Support Community Microfinance Groups (CMGs) and VSLAs to improve business operations.
• Provide Business Development Services (BDS) to strengthen enterprise performance.
• Support groups in developing sustainable income-generating activities.

Training of Trainers (ToT) Support

• Contribute financial literacy content to the ToT training manual.
• Support District Focal Points to effectively deliver financial training.
• Provide technical guidance to trainers and community facilitators.

Required Qualifications & Experience

Academic Qualifications

Applicants must have:

• Degree in:
  • Finance.
  • Accounting.
  • Cooperative Management.

---

Professional Experience

Applicants must have:

• Minimum 5 years’ experience in training rural groups on:
  • VICOBA models.
  • VSLA approaches.
  • Bookkeeping.
  • Financial literacy.
  • Cooperative formation processes.

Experience in Zanzibar will be highly preferred.

Additional Requirements

Candidates should have:

• Experience delivering at least two comparable consultancies focused on:
  • Financial literacy.
  • Cooperative development.
  • Economic empowerment groups.
• Ability to simplify complex financial concepts for low-literacy audiences.
• Experience working with:
  • World Bank projects.
  • International development organisations.
• Experience working in Zanzibar.

Desirable Skills & Experience

Added advantages include:

• Knowledge of cooperative development frameworks in Zanzibar.
• Working proficiency in Kiswahili.
• Strong English writing and presentation skills.
• Familiarity with:
  • Digital financial tools for community groups.
  • Green economy financing mechanisms.
  • Blue economy initiatives.
  • Community-based empowerment models.
