Project Background

The anticipated project is Advancing Gender Equality in Tanzania (PAMOJA), a World Bank–IDA financed initiative implemented by the Government of Tanzania through the Prime Minister’s Office – Regional Administration and Local Government (PMO-RALG) in collaboration with the Ministry of Community Development, Gender, Women and Special Groups (MoCDGWSG).

The project will operate across:

  • 40 district councils in 10 regions of Mainland Tanzania
  • 8 districts across 4 regions in Zanzibar

PAMOJA aims to advance women’s economic empowerment and strengthen Gender-Based Violence (GBV) prevention and response services.

A key component of the project is a capacity-building and Business Development Services (BDS) programme designed to support approximately 7,500 Community Microfinance Groups (CMGs), mainly women-led groups, by improving:

  • Governance skills
  • Financial literacy
  • Business management skills
  • Access to sustainable financing

Through a Training-of-Trainers (ToT) approach, the project will strengthen the capacity of local government authorities and community-based facilitators to deliver quality training and mentoring to women entrepreneurs.


Job Purpose

The Training Specialist will lead the design and development of high-quality, context-specific, and accessible training resources for the PAMOJA project.

The successful candidate will use participatory adult-learning approaches and Training-of-Trainers methodologies to develop Kiswahili and English training materials, including manuals, visual aids, and toolkits suitable for women’s groups with different literacy levels.


Key Responsibilities

The Training Specialist will:

  • Lead the development and revision of dual-track training curricula covering:
    • Individual enterprise development modules
    • Group institutional strengthening modules
  • Review and adapt existing training resources from stakeholders to ensure alignment with national standards and prevent duplication.
  • Ensure training materials are:
    • Contextually relevant
    • Available in professional Kiswahili and English
    • Aligned with climate-smart business practices and digital financial services
  • Design and develop Training-of-Trainers (ToT) manuals and programmes for:
    • Ministry staff
    • District focal persons
    • Community facilitators
  • Develop:
    • Visual learning materials
    • Participatory training tools
    • Accessible formats for low-literacy participants and persons with disabilities
  • Incorporate field feedback and continuously improve training manuals based on implementation experiences.

Required Qualifications and Experience

Essential Requirements

Applicants must have:

  • A Bachelor’s Degree in Education, Instructional Design, or Communications.
  • Proven experience developing:
    • Kiswahili training manuals
    • Visual training aids
    • Participatory adult-learning tools
  • Strong knowledge and experience in Training-of-Trainers (ToT) methodologies.
  • Experience with at least two comparable consultancy assignments involving:
    • Participatory Adult Learning (PAL) techniques
    • Rural women’s groups
    • Communities with varying literacy levels
    • Similar socio-economic environments

Desirable Skills and Experience

Additional advantages include:

  • Experience developing disability-inclusive and accessible training materials.
  • Working proficiency in Kiswahili.
  • Strong English writing and presentation skills.
  • Experience designing training materials for coastal or Zanzibar communities.
  • Computer literacy and experience using curriculum development software.
