Introduction and background

Hand in Hand Eastern Africa Tanzania is part of the global Hand in Hand international network, with independent operations in the Eastern Africa region. Its mission is to support the economic and social empowerment of marginalized women, youth and men—and, consequently, society—by facilitating the creation of sustainable enterprises and jobs.

The organization began operating in Northern Tanzania in August 2016 and rolled out its outreach and promotion activities in January 2018. It currently operates in the following regions:

  • Arusha
  • Manyara
  • Singida
  • Dodoma
  • Kilimanjaro
  • Simiyu
  • Iringa

As of June 2026, Hand in Hand Tanzania had:

  • Mobilized, trained or been training more than 88,335 members;
  • Reached a membership comprising 81% women and 30% youth;
  • Supported the creation of more than 50,851 enterprises, of which 20% are eco-enterprises; and
  • Supported the creation of more than 75,245 jobs through its Tanzanian programmes.

The organization works with marginalized communities in economic and social empowerment using a participatory approach designed to help people overcome poverty and vulnerability. The Hand in Hand Eastern Africa Tanzania enterprise and job creation approach is founded on a philosophy of self-help. It provides enterprise training, skills and support that enable people living in poverty—particularly women—to establish and sustain independent, market-based economic activities.

About the Business Beyond Barrier Project

The Business Beyond Barrier (BBB) Project focuses on empowering marginalized communities in Kenya and Tanzania by integrating enterprise development with rights awareness and advocacy initiatives.

The project is intended to enhance socioeconomic empowerment at the individual, household and community levels while fostering resilience and sustainable livelihoods.

Over the three-year period from 2025 to 2028, the project seeks to train 5,000 members across the Manyara and Kilimanjaro regions of Northern Tanzania in entrepreneurship while raising awareness of human rights and advocacy.

Through the Right(s) Way Forward methodology, community members will build their capacity to understand the gender dynamics within their communities that restrict women’s income opportunities. Community-led discussions at local events will also raise awareness of the benefits of gender equality and equity.

The project incorporates strategic gender components that address barriers preventing women’s equitable participation in economic empowerment initiatives. These include:

  • Women’s decision-making regarding business income;
  • Production;
  • Access to credit;
  • Access to and legal ownership of resources, including land and other assets; and
  • The triple roles of women that may hinder the success of women-led enterprises.

Against this background, Hand in Hand Eastern Africa Tanzania seeks to engage an experienced and registered consulting firm to provide:

  • Right Way Forward training to 120 Advocacy Champions; and
  • Human rights training to 31 Duty Bearers.

Objective of the consultancy

The overall objective of the consultancy is to provide training on the Right Way Forward methodology and its connections to:

  • Human rights;
  • Gender equality and equity;
  • Women’s rights;
  • Do No Harm principles; and
  • Community action planning.

Scope of work

The consulting firm will be responsible for conducting Right Way Forward training for 120 Advocacy Champions distributed as follows:

  • Kilimanjaro Region: 40 Advocacy Champions
  • Manyara Region: 80 Advocacy Champions

The firm will also conduct human rights training for 31 Duty Bearers distributed as follows:

  • Kilimanjaro Region: 15 Duty Bearers
  • Manyara Region: 16 Duty Bearers

The training will be conducted in:

  • Siha District; and
  • Simanjiro District.

Right Way Forward methodology

The training should cover, but not be limited to:

  • Right Way Forward tools and their practical application in:
    • Mobilization;
    • Dialogue; and
    • Action planning.
  • Analysis of power structures;
  • Identification of rights violations;
  • Development of advocacy goals and messages; and
  • Engagement with Duty Bearers.

Human rights

The training should cover:

  • Human rights in connection with the Right Way Forward methodology for Duty Bearers.

Resource materials and templates

The assignment should provide access to:

  • Right Way Forward manuals;
  • Community action plan templates;
  • Human rights materials;
  • Advocacy plan templates; and
  • Monitoring tools.

Duration of the assignment

The consulting firm is expected to spend a maximum of 12 days on the training assignment. The training schedule will comprise:

  • 10 days for training Advocacy Champions:
    • Five days in Simanjiro; and
    • Five days in Kilimanjaro.
  • Two days for training Duty Bearers:
    • One day in each region.

Within this timeframe, the consulting firm should allocate sufficient time for:

  • Preparing training materials;
  • Travelling to the training locations;
  • Delivering the training sessions;
  • Preparing the final training report; and
  • Submitting the final training report.

Key deliverables

The selected consulting firm will be required to deliver the following:

  1. Inception reports containing details of the proposed training content and methodology.
  2. Training modules and curriculum prepared and shared in the Swahili language.
  3. Training of 120 Advocacy Champions on the Right Way Forward methodology.
  4. Training of 31 Duty Bearers on human rights.
  5. A training report detailing:
    • The modules covered; and
    • An assessment of participants’ comprehension of the topics.
  6. A pro forma invoice for training the 120 Advocacy Champions and 31 Duty Bearers.
  7. An invoice and EFD receipt after payment.

Consultant qualifications and requirements

Education

The proposed team leader must:

  • Be suitably qualified; and
  • Possess at least a bachelor’s degree in social sciences, community development, gender, law or another closely related field.

Experience

The consultant must have:

  • At least three years of relevant work experience in the Right Way Forward methodology.

Competencies

The consultant must:

  • Be competent in and possess practical Right Way Forward skills; and
  • Possess relevant human rights skills.

Language skills

The consultant must have:

  • Excellent communication and writing skills in English and Swahili.

Writing sample

Applicants must provide:

  • One sample of a training manual developed during a similar recent consultancy assignment.

Payment modality

Hand in Hand Eastern Africa Tanzania uses an output-based instalment payment scheme. Payment will be made upon completion of the tasks agreed upon when the contract is signed.

The amount paid will be inclusive of all associated costs required to deliver the assignment.

The financial proposal must provide an adequate breakdown of expenses, including:

  • Consultancy fees, inclusive of VAT;
  • Transport costs, including transport to the training centre;
  • Lunch and dinner costs; and
  • Training material costs, including:
    • Training manuals;
    • Notebooks;
    • Marker pens; and
    • Flip charts.

Interested institutions, organizations and consulting firms must submit:

  • A technical proposal;
  • A financial proposal;
  • A detailed understanding of the terms of reference;
  • A clear explanation of how the assignment will be executed; and
  • Updated CVs demonstrating the relevant experience of the proposed consultancy team members.
