Job Purpose

Kilombero Sugar Company Limited is seeking a highly experienced Programme Manager to ensure the business achieves its strategic objectives by developing and managing capital projects that support long-term sustainability and growth.

The successful candidate will oversee the company’s long-term capital programme, transforming project concepts into viable business cases through the Stage and Gate process while supporting strategic planning over a 5–10-year horizon.

Key Responsibilities

The successful candidate will be responsible for:

• Handling confidential business information relating to employees, financials, and commercial operations.
• Working closely with the Executive (Exec) team to formulate and steer the company’s future capital programme across all business functions.
• Managing the Capital Stage and Gate process to ensure collaboration with functional leaders and technical specialists.
• Ensuring technical specifications meet quality standards and deliver expected business value.
• Stress-testing technical specifications for all proposed capital projects.
• Conducting research and data analysis to support strategic decision-making.
• Collaborating with the Executive team and ABF Sugar Regional Development Office (RDO) to prioritize investment opportunities.
• Developing strategic programmes from initial concept through pre-appraisal, including the company’s five-year capital roadmap and business development pipeline.
• Working with the Executive team and ABF Sugar One Centre to transform concepts into robust business cases.
• Supporting the integration of Environmental, Social and Governance (ESG) and Corporate Social Responsibility (CSR) strategies into the capital programme.
• Managing the Request for Tender (RFT), tender evaluation, adjudication, and decision-making processes.
• Delivering validated business cases that enable long-term capital planning.
• Developing and communicating a clear 5–10-year project roadmap that supports strategic business objectives.

Qualifications & Experience

Applicants should possess:

• Extensive knowledge of performance improvement programmes.
• Proven experience in change management and its application within project management.
• Broad experience in programme management, including identifying opportunities and managing risks.
• Ability to establish practical, value-adding governance frameworks.
• Strong ability to influence senior leadership while working effectively across diverse cultures and organizational levels.
• Strong business acumen with operational credibility.
• Excellent stakeholder management and relationship-building skills.
• Demonstrated track record of delivering complex strategic programmes.
• Expert-level project management capability.
• Strong leadership and management skills.
