Job Overview
Ifakara Health Institute (IHI) is seeking a qualified Medical Doctor Specialist to provide clinical research leadership, governance oversight, risk management, and quality assurance support for clinical trial operations. The successful candidate will ensure compliance with regulatory, ethical, safety, and operational requirements while supporting effective delivery of clinical research activities.
Key Responsibilities
Clinical Trial Governance & Oversight
- Ensure each requirement has accountable ownership, competent personnel, approved controls, and adequate resources.
- Operate an approved BCTF governance structure with clear ownership, reporting lines, delegated authority, and escalation pathways.
- Identify IHI departments required for routine BCTF operations and proposed trials.
- Communicate approved decisions to responsible units and monitor implementation.
- Report significant capability, safety, quality, and resource risks through BRCT or authorized channels.
- Retain governance decisions, assigned actions, and follow-up evidence.
Resource Planning & Management
- Review workforce, operating budget, infrastructure, equipment, and investment requirements.
- Approve improvement priorities, responsible owners, and implementation timelines.
- Prioritize resource needs based on:
- Participant safety
- Regulatory compliance
- Trial pipeline
- Operational demands
- Long-term sustainability
- Submit major budget and investment proposals through BRCT.
Regulatory, Safety & Quality Assurance
- Review implementation status and evidence against BCTF regulatory and ethical requirements.
- Require documented readiness assessments from relevant units.
- Reassess authorization after major changes involving:
- Protocols
- Safety requirements
- Staffing
- Facilities
- Resources
- Restrict, postpone, or suspend BCTF activities where safety, data integrity, compliance, or capability is compromised.
- Monitor delivery and escalate failures affecting:
- Participant safety
- Data integrity
- Regulatory compliance
- Operational continuity
Clinical Trial Review & Risk Management
- Assess proposed trials, principal investigators (PIs), and research teams before facility approval.
- Ensure PIs accept imposed conditions and maintain evidence of compliance.
- Perform independent trial risk assessments and develop mitigation plans.
- Review:
- Trial design
- Investigator brochures
- Clinical risks
- Starting dose and dose escalation plans
- Stopping criteria
- Risk mitigation strategies
- PI and research team suitability
Sponsor & Safety Communication
- Ensure communication responsibilities are addressed where work is subcontracted or the sponsor does not own the IMP.
- Ensure the PI receives and reviews complete and relevant safety information.
- Ensure formal sponsor agreements or internal memoranda define responsibilities for immediate notification of new safety or toxicology information.
- Document risks, mitigation measures, and evidence of implementation.
Required Skills & Competencies
- Independent clinical trial risk assessment and mitigation skills.
- Strong ethical judgment and ability to manage multiple priorities.
- Ability to meet deadlines and work under pressure.
- Competence in protocol and research proposal development.
- Experience in:

Qualifications & Requirements
Education
- Medical degree with postgraduate qualification in:
- Medicine
- Health
- Clinical Research
- Public Health
- Health Service Management
- Related fields
Professional Requirements
- Valid professional registration.
- Current Good Clinical Practice (GCP) training certification.
Experience Required
- More than 3 years of clinical research experience with strong knowledge of clinical trials.
- Significant leadership experience in clinical trials or regulated clinical research.
- Medical qualification preferred where the role requires clinical decision-making authority.
Language Skills
- Excellent interpersonal skills.
- Strong written and verbal communication skills.
