Job Purpose
The Head of Mines is the senior technical and operational leader responsible for managing all quarry and mining activities at Dangote Cement Tanzania Limestone Mines, located at Mbuo Village, Mayanga Ward, Mtwara Rural District.
The role oversees safe, efficient, and cost-effective limestone extraction operations, including:
- Open-cast mining activities.
- Drilling and blasting operations.
- Heavy Earth Moving Machinery (HEMM) management.
- Limestone quality control.
- Crusher feed management.
- Mine planning and reserve management.
- Regulatory compliance with Tanzanian mining and environmental requirements.
The position ensures uninterrupted supply of limestone raw materials to support Dangote Cement production operations.
Key Responsibilities
1. Mine Planning, Reserves & Licence Compliance
- Develop short-term, medium-term, and long-term mine plans.
- Manage mining sequences across active and future mining blocks.
- Maintain updated reserve estimates using:
- Survey data
- Blast reconciliation
- Geological assessments
- Coordinate mine surveys and bench profiling.
- Ensure compliance with:
- Tanzania Mining Audit Agency (TMAA)
- Ministry of Minerals (MM)
- National Environment Management Council (NEMC)
- Support development of new mining blocks and future lease areas.
2. Limestone & Raw Material Extraction
- Manage extraction of:
- Mix-grade limestone
- High-grade limestone
- Feedable-grade material
- Red soil/clay materials
- Ensure proper blending of limestone materials to meet cement production requirements.
- Control separation of waste materials such as:
- Shale
- Marl
- Sandstone
- Achieve monthly limestone production targets.
- Maintain sufficient raw material stockpiles to avoid plant interruptions.
3. Overburden Removal & Mine Development
- Plan and execute removal of:
- Top red soil
- Shale inter-burden
- Marl/sandstone layers
- Maintain adequate exposure of mineable limestone benches.
- Manage waste dumping activities according to environmental standards.
- Monitor overburden removal performance and implement corrective actions.
- Balance equipment allocation between waste removal and limestone production.
4. Drilling & Blasting Operations
- Manage drilling operations using Flexiroc D60 drill rigs or equivalent equipment.
- Design and optimize blast patterns for effective fragmentation.
- Control explosive consumption and blasting costs.
- Manage explosive storage facilities and compliance requirements.
- Ensure compliance with the Tanzania Explosives Act.
- Coordinate:
- Blast notifications
- Safety zones
- Community communication
- Analyze blast performance and improve fragmentation results.
5. HEMM Fleet Management
Responsible for maximizing availability and performance of mining equipment, including:
- Excavators
- Dump trucks
- Loaders
- Dozers
- Drilling equipment
- Road maintenance equipment
Key duties:
- Maintain equipment availability targets.
- Implement preventive maintenance programmes.
- Monitor:
- Equipment utilization
- Downtime
- Breakdown trends
- Fuel consumption
- Manage spare parts planning.
- Prepare CAPEX proposals for equipment replacement.
- Improve operator skills and equipment care practices.
- Reduce equipment-related operational risks.
6. Crusher Feed & Raw Material Quality Management
- Ensure consistent limestone supply to the primary crusher.
- Maintain required crusher throughput.
- Coordinate with Quality Control teams on limestone chemistry.
- Manage material selection and blending.
- Resolve crusher interruptions caused by:
- Poor fragmentation
- Oversized material
- Weather conditions
- Transportation challenges
7. Health, Safety & Environmental Compliance
- Promote zero Lost Time Injury (LTI) operations.
- Ensure compliance with mining and environmental regulations.
- Manage:
- Safety inspections
- Risk assessments
- Blast monitoring
- Environmental controls
- Maintain compliance with:
- TMAA requirements
- Mining regulations
- NEMC environmental permits
- Explosives regulations
- Investigate incidents and implement corrective actions.
8. Geological & Deposit Management
- Understand limestone deposit characteristics and stratigraphy.
- Work with geologists on:
- Geological models
- Grade control
- Reserve planning
- Use exploration data for mine planning decisions.
- Monitor reserve depletion and future mining requirements.
9. Cost Management & Budgeting
- Prepare and manage annual mining budgets covering:
- Equipment maintenance
- Spare parts
- Explosives
- Fuel
- Labour
- Mine support services
- Monitor cost per tonne of limestone.
- Identify cost reduction opportunities.
- Prepare cost variance reports.
- Evaluate CAPEX investments.
10. Reporting & Stakeholder Management
- Prepare daily, weekly, and monthly mining performance reports.
- Maintain statutory mining records.
- Represent the company during:
- TMAA inspections
- Ministry of Minerals engagements
- NEMC audits
- Maintain good relationships with:
- Mbuo Village
- Mayanga Ward
- Local authorities
- Community stakeholders
11. Team Leadership & Development
- Lead and develop mining teams, including:
- Quarry Managers
- Shift Supervisors
- Drilling & Blasting Engineers
- Survey Engineers
- Geologists
- HEMM Supervisors
- Build a safety-focused and performance-driven culture.
- Develop training programmes for:
- Drill operators
- Equipment operators
- Blasting crews
- Supervisors
Qualifications & Experience
Education
Required:
- Bachelor’s Degree in Mining Engineering.
Added advantage:
- Master’s Degree in:
- Mining Engineering
- Mine Management
- MBA
Additional requirements:
- Tanzanian Mine Manager Certificate of Competency (preferred).
- Blasting competency certification (Shot Firer/Blasting Engineer).
- NEBOSH or IOSH certification is an advantage.
Professional Experience
Candidates must have:
- 12–15 years of experience in open-pit/open-cast mining.
- Minimum 5 years in a senior mining leadership role.
- Experience in limestone quarry operations for cement manufacturing is highly preferred.
- Strong experience in:
- Drilling and blasting
- HEMM fleet management
- Mine planning
- Explosives management
- Mining regulations compliance
Experience with:
- CAT, Komatsu, and Terex equipment.
- TMAA, MEM, and NEMC regulations.
- East African mining operations is an added advantage.
