Job Summary
The Head: HR Operations & Governance will be responsible for managing efficient HR operational services and governance activities in Tanzania.
The role oversees HR operations, controls, payroll, pensions, medical benefits, HR service delivery, reporting, records management, stakeholder engagement, compliance, and governance processes.
The position will also ensure HR activities align with Group HR policies, governance standards, risk controls, and regulatory requirements.
Key Responsibilities
HR Operations & Service Delivery
- Lead delivery of efficient HR operational services and governance activities.
- Manage HR operations, controls, payroll, pensions, medical services, records management, and reporting.
- Ensure HR services are delivered within agreed Service Level Agreements (SLAs).
- Drive continuous improvements in HR operations and escalate service issues where necessary.
- Oversee payroll operations and ensure compliance with employee experience standards.
- Ensure HR operating standards and procedures are followed.
HR Governance, Risk & Compliance
- Embed HR governance practices and ensure compliance with Group HR policies and procedures.
- Maintain HR policies and processes within NBC Tanzania.
- Lead HR governance, compliance, and audit activities.
- Manage risk and control issues and ensure corrective actions are implemented.
- Support internal audits, control assessments, and remediation activities.
- Ensure mandatory management controls are implemented across HR functions.
- Conduct HR control testing and monitor remediation progress.
HR Systems & Digital Transformation
- Champion HR systems including:
- Workday
- People Portal
- Other HR operational platforms
- Maintain and update HR digital content and knowledge resources.
- Support digital adoption strategies within HR.
- Improve employee experience through digital HR solutions.
Stakeholder & Vendor Management
- Manage country-specific third-party HR suppliers.
- Ensure supplier agreements and SLAs are updated and maintained.
- Monitor vendor performance through regular reviews.
- Coordinate with regional and global HR teams.
Budget & Reporting
- Prepare and monitor HR function budgets.
- Provide regular progress reports to:
- Head of HR
- Head of HR Governance
- Relevant stakeholders
- Support HR leadership with insights on governance, controls, and operational performance.
Team Leadership & Development
- Lead and develop the HR Operations and Governance team.
- Recruit, onboard, manage, and develop team members.
- Set performance objectives and development plans.
- Provide coaching, feedback, and performance management.
- Allocate resources and improve team productivity.
- Promote continuous improvement through benchmarking and best practices.
Reward & Remuneration Responsibilities
- Support implementation of NBC and Group reward strategies.
- Manage annual salary review processes.
- Coordinate remuneration and recognition programmes.
- Support job evaluation and salary benchmarking surveys.
- Analyze remuneration data and provide reports.
- Improve reward capability across HR and management teams.
- Provide remuneration support throughout the employee lifecycle.
Qualifications & Skills
