Job Purpose

The Senior Technical Officer (STO) – Demand Planning Laboratory Services will provide technical assistance to national health programs, including:

  • National AIDS, STIs and Hepatitis Control Programme (NASHCOP)
  • Prevention of Mother-to-Child Transmission (PMTCT) Unit
  • National TB and Leprosy Programme (NTLP)
  • National Malaria Control Programme (NMCP)
  • Laboratory Unit

The role focuses on strengthening laboratory commodity planning, forecasting, procurement, storage, and supply chain management to ensure continuous availability of HIV, TB, malaria, and other essential laboratory commodities.


Key Responsibilities

Laboratory Commodity Planning and Supply Chain Management

  • Lead forecasting, quantification, and demand planning for laboratory commodities.
  • Develop and update laboratory supply plans aligned with Ministry of Health priorities.
  • Analyze:
    • Consumption data
    • Disease burden data
    • Service utilization data
    • Inventory levels
    • Pipeline information
      to support procurement decisions.
  • Prepare:
    • Quantification reports
    • Procurement schedules
    • Supply plans
    • Pipeline analyses
  • Monitor:
    • Stock availability
    • Inventory levels
    • Shipment status
    • Product shelf life
    • Distribution performance
  • Identify supply chain risks and implement mitigation strategies to prevent:
    • Stockouts
    • Expiries
    • Overstocking

Data Management and Reporting

  • Strengthen implementation of LMIS/eLMIS systems.
  • Ensure accurate supply chain data for decision-making.
  • Conduct data quality assessments.
  • Develop supply chain performance indicators (KPIs).
  • Prepare:
    • Monthly reports
    • Quarterly reports
    • Dashboards
    • Technical presentations
  • Document lessons learned and best practices.

Technical Assistance and Capacity Building

  • Provide coaching and mentorship to national and sub-national teams.
  • Train stakeholders on:
    • Forecasting
    • Inventory management
    • Supply planning
    • Commodity management
  • Support continuous improvement initiatives for laboratory supply systems.
  • Provide technical guidance on laboratory commodity policies, SOPs, and tools.

Stakeholder Coordination

Collaborate with:

  • Ministry of Health
  • Medical Stores Department (MSD)
  • Procurement agencies
  • Donors
  • Implementing partners
  • Laboratory programs
  • Logistics teams

Responsibilities include:

  • Coordinating commodity planning activities.
  • Providing updates on supply risks and availability.
  • Representing FHI 360 in technical working groups and supply chain meetings.

Business Development and Donor Support

  • Provide technical input into:
    • Funding proposals
    • Concept notes
    • Procurement plans
    • Budget development
  • Support development of:
    • Technical narratives
    • Implementation plans
    • Cost estimates

Required Knowledge and Skills

  • Strong understanding of:
    • Supply chain management
    • Demand planning
    • Forecasting and quantification
    • Laboratory commodities and diagnostics
  • Knowledge of public health supply chain systems.
  • Experience using electronic logistics systems.
  • Ability to analyze complex datasets and interpret trends.
  • Knowledge of Tanzania health supply chain systems.
  • Strong communication skills in English and Kiswahili.
  • Excellent analytical and organizational abilities.
  • Ability to work with government, donors, NGOs, and multidisciplinary teams.
  • Problem-solving and decision-making skills.

Education Requirements

Master’s degree in any of the following:

  • Laboratory Sciences
  • Pharmacy
  • Public Health
  • Supply Chain Management
  • Health Logistics
  • Related field

Experience Requirements

Minimum 6 years of progressive experience in:

  • Laboratory commodity forecasting
  • National quantification
  • Diagnostic services supply planning
  • Demand planning
  • Health supply chain management

Additional experience required:

  • Managing logistics and consumption data analysis.
  • Providing technical assistance in demand planning.
  • Working with:
    • NGOs
    • Government ministries
    • Donor-funded programs
    • Implementing partners
  • Knowledge of Tanzania laboratory commodity management systems.

Technical Tools Experience

Experience with:

  • Quantification and forecasting tools such as:
    • Quantimed
    • PipeLine
    • ForLab
    • Equivalent tools
  • LMIS/eLMIS platforms
  • Supply chain reporting systems

Technology Requirements

Ability to use:

  • Microsoft Office 365
  • SharePoint
  • Skype / Zoom / Teams
  • Computer and mobile technology tools

Travel Requirement

10% – 25% travel required


Salary Range

Expected annual basic salary:

TZS 68,000,000 – 90,000,000

Salary determination depends on:

  • Relevant experience
  • Education level
  • Internal equity
  • Market rates
  • Available budget
