Job Purpose
The Senior Technical Officer (STO), Demand Planning – HIV & TB will provide technical support to the National AIDS, STIs and Hepatitis Control Programme (NASHCOP) and the National TB and Leprosy Programme (NTLP) to strengthen HIV and TB commodity forecasting, quantification, demand planning, and supply chain management.
The role ensures availability of quality HIV and TB commodities through effective planning, monitoring, capacity building, technical assistance, and continuous improvement of supply chain systems.
Key Responsibilities
HIV & TB Demand Planning and Supply Chain Management
- Provide technical guidance to NASHCOP, NTLP, and stakeholders on HIV and TB commodity demand planning.
- Support forecasting, quantification, and supply planning activities for HIV and TB commodities.
- Ensure availability of HIV and TB commodities at all levels of the health system.
- Plan and support implementation of commodity quantification exercises.
- Participate in:
- Bottom-Up Quantification (BUQ) exercises
- Supply chain review meetings
- Pipeline analyses
- Monitor commodity availability and identify supply chain challenges.
- Support mitigation measures to prevent:
- Stockouts
- Overstocking
- Supply interruptions
- Strengthen capacity of healthcare workers and stakeholders on logistics and supply chain systems.
Technical Support and Quality Improvement
- Support implementation of HIV and TB supply chain activities according to FHI 360 standards and SOPs.
- Develop technical materials including:
- Reports
- Guidance documents
- Technical briefs
- Policy support documents
- Provide mentorship and technical coaching to junior staff.
- Support development and dissemination of tools and resources for HIV and TB programs.
- Provide technical input on HIV and TB best practices.
- Monitor performance indicators and report progress to supervisors.
Data Analysis and Reporting
- Collect, validate, analyze, and interpret supply chain data.
- Use data to support:
- Forecasting
- Quantification
- Procurement decisions
- Supply planning
- Prepare technical assessment reports.
- Monitor demand planning milestones and supply chain performance.
- Identify operational challenges and implement corrective actions.
Business Development and Donor Support
- Support development of proposals related to HIV and TB commodity procurement.
- Provide technical inputs for:
- Budgets
- Work plans
- Supply chain strengthening activities
- Contribute to strategic partnerships and funding opportunities.
Required Knowledge and Skills
Applicants should demonstrate:

- Understanding of public health supply chains.
- Knowledge of Tanzania health systems and donor-funded programs.

- Project management skills.
- Ability to work with government institutions, NGOs, donors, and partners.

Education Requirements
Master’s degree (or international equivalent) in:
- Public Health
- Pharmacy
- Laboratory Science
- Related field
The qualification should be supported by relevant professional experience in commodity forecasting, quantification, demand planning, or supply chain management.
Experience Requirements
Minimum 6+ years of progressive experience in:
- HIV/AIDS and TB commodity forecasting
- National quantification
- Demand planning
- Health supply chain management
Additional experience:
- Working with:
- NGOs
- Government ministries
- Implementing partners
- Donor-funded projects
- Private organizations
- Knowledge of Tanzania’s health supply chain systems.
- Experience in HIV and TB commodity management.
- Experience providing technical assistance in demand planning.
- Experience managing logistics data collection and analysis.

Travel Requirement
10% – 25% travel required
Salary Range
Expected annual basic salary:
TZS 68,000,000 – 90,000,000
