About Doris Mollel Foundation
The Doris Mollel Foundation (DMF) is a non-profit organization registered under the laws of Tanzania (Registration No. 00NGO/R2/00079). The Foundation is dedicated to ending maternal and newborn deaths and advancing adolescent reproductive health in East Africa.
DMF works to strengthen maternal and newborn health through improved neonatal care, advocacy for better maternal and newborn health policies, and advancement of adolescent reproductive health and well-being.
Expression of Interest
The Doris Mollel Foundation invites individual professionals and established firms, companies, and agencies to express their interest in supporting the Foundation’s work across Tanzania.
Applicants should have strong practical experience, technical expertise, sound judgment, and the ability to successfully deliver and represent projects. Experience taking projects and programs from start to completion is an added advantage.
Areas of Focus
1. Architecture
Eligible Applicants
- Registered architects or architectural firms.
- Must be AQRB-registered or equivalent and in good standing.
Minimum Experience
- At least 5 years leading the design and construction supervision of institutional or healthcare facilities from concept to completion.
Requirements
- Portfolio of comparable completed projects.
- Experience in clinical-space planning, including patient flow, infection-prevention layouts, maternity, and newborn units.
- Knowledge of national health-facility design standards.
- Experience coordinating multidisciplinary consultant teams.
- Ability to produce working drawings and tender documentation.
Landscape Architecture
Landscape architects are also welcome, particularly those with experience in:
- Site planning
- Stormwater and external works
- Green and outdoor spaces
- Safe, healing, patient- and family-friendly environments
Added Advantage
- AQRB, Architects Association of Tanzania, RIBA, or equivalent certifications.
- Green-building credentials such as LEED or EDGE.
2. Civil and Structural Engineering
Eligible Applicants
- Registered civil or structural engineers or engineering firms.
- Must be ERB-registered or equivalent and in good standing.
Minimum Experience
- At least 5 years leading delivery and full-time site supervision of building or infrastructure works, preferably institutional or healthcare projects.
Key Requirements
- Structural design
- Technical drawings and specifications
- Works supervision and quality assurance
- Contractor and clerk-of-works management
- Project delivery within time, budget, and required standards
- Knowledge of Tanzanian building regulations
- Knowledge of geotechnical and site conditions

3. Quantity Surveying
Eligible Applicants
- Registered quantity surveyors or quantity-surveying firms.
- Must be AQRB-registered or equivalent and in good standing.
Minimum Experience
- At least 5 years of hands-on experience managing the full cost function on comparable institutional or construction projects.

- Strong measurement, cost-control, and value-engineering skills

4. Maternal, Child Health (MCH) and Newborn Programs
Eligible Applicants
- Program managers or maternal, newborn, and child health specialists.
Experience
- Experience designing, leading, and scaling MNCH programs across multiple sites or regions.
- NGO and institutional-donor experience at management and supervisory level.
- Minimum 8 (6) years of progressive experience in health systems strengthening or related health programs, including donor-funded projects.
Academic Qualifications
A Master’s degree in:
- Public Health
- Health Systems Management
- Health Policy
- Medicine
- Nursing
- Public Administration
- Related field
Key Requirements
- Multistakeholder program leadership
- Government and development-partner engagement
- Knowledge of Tanzania’s MNCH systems, policies, and priorities
- Program design and implementation

- MMed, MPH, PhD, or another relevant clinical/advanced academic qualification.

6. Environmental Impact Assessment (EIA/ESIA)
Eligible Applicants
- Registered environmental experts
- Environmental/EIA firms
- Must be NEMC-registered or equivalent and in good standing.
Minimum Experience
- At least 5 years conducting environmental and social impact assessments and preparing and monitoring ESMPs.
- Healthcare or institutional construction experience is preferred.

- ESIAs carried through to NEMC certification
- Impact identification and mitigation
- Stakeholder consultation
- Environmental and social monitoring

- Familiarity with donor safeguard requirements such as:

7. Finance
Eligible Applicants
- Finance Managers with responsibility for:
- Program/project/organizational budgets

Academic Qualification
- Master’s degree in Accounting, Business Administration, or equivalent.
Professional Qualification
- CPA(T) or equivalent.
Experience
- More than 5 years of work experience, including demonstrated leadership.
Added Advantages
- Experience with NGOs, government, or private-sector organizations managing multiple financiers.
- Experience using computerized accounting systems such as:
- SAGE 300 ERP
- EPICOR
- Similar systems.
8. Procurement
Eligible Applicants
- Procurement Officers or Managers with responsibility for:

Academic Qualification
- Degree in Procurement and Supply Chain Management, Business Administration, or equivalent.
Professional Registration
- CPSP or equivalent registration with the Procurement and Supplies Professionals and Technicians Board (PSPTB).
Experience

- Knowledge of donor and institutional procurement rules.

Experience
