Role Summary
The Administration and Procurement Officer is responsible for managing procurement processes, supporting fleet operations, ensuring compliance with safety (OSHA) standards, and handling administrative reporting functions. The role also supports supplier management, tender processes, and internal controls to ensure value for money and operational efficiency.
Key Responsibilities
1. Procurement Management (35%)
- Coordinate supplier negotiations through the procurement committee
- Provide technical support to the tender committee and serve as procurement committee secretary
- Develop and issue Requests for Proposals (RFPs)
- Process purchase requests within agreed timelines
- Manage supplier relationships and ensure effective communication with staff during procurement
- Apply organizational procurement rules and regulations (VFT standards)
- Develop annual procurement plans aligned with departmental needs
- Prepare procurement reports and tracking tools for senior management
- Identify fraud risks and escalate appropriately
- Conduct market analysis to ensure value-for-money procurement decisions
2. Fleet Management & OSHA Compliance (35%)
Fleet Management
- Manage fleet operations and ensure compliance with laws and regulations (licenses, permits, safety rules)
- Coordinate staff travel and transport arrangements
- Monitor fleet management systems and report driver performance issues
- Maintain partnerships with fleet service providers
- Track fuel usage, repairs, spare parts, and vehicle assets
- Enforce internal fleet control policies
- Maintain complete fleet documentation (logbooks, inspections, transfers, fuel reports)
- Analyze and report on fleet costs and maintenance trends
- Ensure proper functioning of GPS tracking systems
Safety & Compliance (OSHA)
- Ensure staff safety and workplace compliance with OSHA standards
- Supervise first aiders and ensure valid certification
- Coordinate annual OSHA compliance certification processes
- Ensure all business centers meet safety and legal compliance requirements
- Ensure valid business licenses and timely renewals
3. Communication & Reporting (30%)
- Provide weekly requisition updates to Senior Management Team (SMT)
- Maintain and update supplier lists annually
- Organize tender meetings and ensure schedules are followed
- Prepare tender committee minutes and procurement documentation
- Submit monthly procurement and disposal reports
- Ensure accurate and timely reporting to management
