Job Purpose
The Budget & Programming Associate will provide specialized support in financial planning, monitoring, analysis, budget management, and resource utilization to help ensure the effective and efficient use of WFP’s financial resources.
Key Responsibilities
Budget Planning & Financial Analysis
- Review budget plans and monitor project financial performance.
- Analyze financial performance and recommend corrective actions.
- Analyze fund and grant balances, identifying surpluses and deficits.
- Support optimal utilization of financial resources.
- Prepare and manage operational budgets and related reports.
Fund & Pipeline Management
- Support pipeline management and monitor resource requirements.
- Identify and address pipeline breaks.
- Support efficient fund utilization and operational planning.
- Contribute to the management of Global Commodity Management Facility (GCMF) supply lines where required.
Systems & Data Management
- Enter project budgets and revisions into WFP corporate systems.
- Ensure financial and project data is accurately and timely captured.
- Review and analyze datasets and maintain accurate records.
- Support improvements to internal processes, corporate systems, and financial management tools.
Reporting & Stakeholder Coordination
- Prepare periodic and ad hoc financial reports.
- Provide inputs to the Country Office Resource Management Committee (RMC).
- Communicate with stakeholders regarding project fund management issues.
- Clarify financial discrepancies and support informed decision-making.
Staff Support & Development
- Provide guidance to support staff on budget planning, fund management, and operational planning.
- Contribute to knowledge transfer and staff development.
- Participate in training and learning activities.
Emergency Preparedness
- Follow standard emergency preparedness procedures.
- Support WFP’s ability to rapidly mobilize and deploy resources during emergencies.
Qualifications
Education
- Completion of secondary school education.
- A post-secondary certificate in a relevant functional area.
Experience
- Six or more years of progressively responsible work experience in the relevant business stream.
- Experience in general administrative work.
Desired Experience
Candidates with the following experience will have an advantage:
- Experience assisting with monitoring budgets, resource plans, pipelines, or supply chains.
- Experience handling budget/allotment-related issues within WFP’s budget system.
- Understanding of information and financial systems and their role in supporting operations.
- Experience performing medium-complexity data analysis and presenting information to different audiences.
- Experience preparing, managing, and reporting on operational budgets.
- Experience working with large datasets and presenting information in an easy-to-understand format.
Language Requirements
- Fluency in oral and written communication in the UN language used at the duty station and in the duty station’s local language, where different.
