About the Position

WFP is seeking an Engineer to provide technical guidance and engineering support for the effective and efficient implementation of works at the Kizota warehouse and Dodoma office.

The position will support infrastructure improvement works, including flood mitigation, rehabilitation and construction of operational and welfare facilities. The Engineer will also be responsible for project coordination, contract administration, quality assurance, financial monitoring, stakeholder engagement and risk management.

Key Responsibilities

Technical Tasks

  • Provide engineering support for construction projects, including preparation of budgets and technical specifications for site-related works.
  • Supervise and monitor the quality and schedules of construction and rehabilitation works through to project completion.
  • Ensure contractors perform works according to specifications, within budget and within agreed timelines.
  • Support the development of architectural plans, technical scopes of work, cost estimates, schedules and construction contract documentation.
  • Check, record, test and certify engineering works before they are covered by contractors.
  • Liaise with local authorities to obtain necessary project authorizations.
  • Coordinate project activities with relevant stakeholders and ensure certification, approval and handover upon project completion.
  • Maintain project records, including site correspondence, survey data, inspection and test data, site diaries, meeting records, financial records, progress reports and daily photographs.
  • Guide contractors and consultants and assess contractors’ proposals and methodologies.
  • Coordinate with Finance, Management Services, Procurement, Security and other relevant teams, as well as other UN organizations involved in specific projects.
  • Prepare timely and accurate technical reports and other project documentation.
  • Approve handover documentation, including as-built drawings, material reports and manuals.
  • Identify project risks, prepare risk logs and recommend appropriate mitigation measures.
  • Support procurement processes through preparation of tender documents, specifications, Bills of Quantities (BOQs) and responses to technical queries.
  • Support technical evaluation of bids, tenders and proposals and prepare evaluation reports and recommendations.
  • Coordinate and advise on interim and final contractor payments.
  • Provide recommendations on certification of project payments and additional financial obligations required to complete construction works.
  • Prepare final project accounts in coordination with relevant stakeholders.
  • Notify contractors of defects and deficiencies and issue instructions for corrective works where required under the contract.
  • Perform other duties as assigned.

Health and Safety

  • Address Occupational Safety and Health (OSH) issues, particularly firefighting systems, emergency exits, escape routes, internal circulation and safety signage.
  • Ensure contractors comply with internationally recognized health and safety standards.
  • Ensure appropriate health and safety measures are implemented during construction works.
  • Report breaches of health and safety requirements and risks relating to incidents and accidents in weekly progress reports.

Administrative Responsibilities

  • Coordinate with relevant Country Office and Sub-office units, including Management Services, Technical teams and Security.
  • Coordinate with the WFP Global Headquarters engineering team.
  • Provide a comprehensive facilities assessment package.
  • Coordinate and follow up on the office move.
  • Track project financial progress and provide updates to Country Office and Sub-office management.

Qualifications and Experience

Education

  • University degree in Civil Engineering or another relevant engineering discipline.
  • Professional or chartered accreditation by a national or international regulatory authority is desirable.

Experience

Applicants should have:

  • At least 5 years of postgraduate, progressively responsible professional experience in managing and/or designing engineering projects with increasing independence and decision-making responsibility.
  • Experience managing a cost-effective and safe working environment.
  • Proven ability to contribute to budget preparation and cost-control measures.
  • Knowledge and experience of international construction contract law, FIDIC or related construction contract formats.

Knowledge and Skills

  • Excellent hands-on technical and problem-solving skills.
  • Effective communication and negotiation skills.
  • Proficiency in computer applications including:
    • MS Word
    • MS Excel
    • MS PowerPoint
    • AutoCAD
    • MS Visio
    • Web browsers
  • Knowledge and/or experience in engineering design.
  • Knowledge of green building practices is desirable.
  • Detailed knowledge of infrastructure contract formats and contract management obligations.

Language Requirement

  • Fluency in English is required.
