Duties and Responsibilities
The Executive Secretary will be responsible for the following:
- Implement the functions of the Council as stipulated under Section 5 of the National Economic Empowerment Act, 2004, under the general direction of the Council.
- Provide administrative support to the Council in carrying out its statutory functions.
- Ensure the preparation of the Strategic Plan, budget and other annual plans.
- Ensure the preparation of financial statements and progress reports of the Council.
- Oversee the formulation, implementation, monitoring and evaluation of the short-, medium- and long-term plans and programmes of the Council in line with the goals and objectives stipulated in the Act establishing the Council.
- Conduct the daily affairs of the Secretariat under the general directives of the Council.
- Arrange the business for, and record and keep minutes of, all decisions and proceedings of the Council at its meetings.
- Develop strategies for enhancing performance and efficiency.
- Oversee policy formulation, deliberation and implementation.
- Oversee realization of the vision and strategic plan to guide the Council.
- Oversee the implementation of Council resolutions and directives.
- Spearhead the Council’s initiatives in mobilising financial resources for various projects undertaken by the Council.
- Perform any other related duties as may be assigned by the Council.
Qualifications
Applicants must be holders of a Master’s Degree in one of the following fields:
- Public Administration
- Entrepreneurship
- Finance
- Accounting
- Business Administration
- Commerce, majoring in:
- Entrepreneurship
- Marketing
- Finance
- Economics
- Agricultural Economics
- Equivalent qualifications from a recognized institution
Important: The Master’s Degree must be related to the applicant’s Bachelor’s Degree.

Salary Scale: NEECS 13
