Finance and Procurement Manager – LaTaBioCoN Project

Location: Field Office, Nguruka, Kigoma Region, with travel to project sites in Katavi, Tabora, Rukwa and Geita Regions

Duration: 36 months, with possibility of extension depending on availability of funds

About EDOTA

Education Outreach Tanzania (EDOTA) is a local not-for-profit NGO that works collaboratively with local and international partners, local communities, local government authorities and other organizations to promote inclusive community development and economic justice.

The organization was registered on 26th May 2010 with registration number 00003478 to operate in Tanzania Mainland.

Since its establishment, EDOTA has successfully implemented several funded projects aimed at enhancing livelihoods and economic strengthening, promoting good governance, conserving the environment, addressing gender-based violence (GBV), and promoting health.

TNC and EDOTA established a partnership in 2020, with EDOTA successfully implementing previous programmes aimed at strengthening community-led fisheries conservation, enforcement readiness and local conservation in Katavi, Kigoma, Tabora, Geita and Rukwa regions.

Project Overview

The LaTaBioCoN Project addresses critical environmental and socio-economic challenges facing the Lake Tanganyika Basin (LTB), a massive ecosystem covering approximately 223,000 km² that holds one-fifth of Earth’s accessible freshwater and supports more than 12 million people across Burundi, the Democratic Republic of Congo (DRC), Tanzania and Zambia.

The basin encompasses several major government-managed protected areas and internationally recognized Key Biodiversity Areas (KBAs).

However, the ecosystem is under immense pressure from the overexploitation of nearshore fish communities, habitat loss and widespread catchment degradation. These human-driven pressures are heavily amplified by climate change, which has caused persistent lake warming, stronger stratification, expanding low-oxygen zones and erratic rainfall trends that accelerate soil erosion, threatening fisheries, rain-fed agriculture and lake-dependent livelihoods.

To counter these systemic risks, EDOTA plays a pivotal role within the LaTaBioCoN consortium by leading critical conservation, socioeconomic development and regenerative economy initiatives.

EDOTA is responsible for promoting sustainable human development and implementing community livelihood interventions that help vulnerable populations adapt to climate and environmental pressures.

Furthermore, EDOTA promotes Nature-based Enterprises (NbEs) to generate eco-friendly income streams, alongside catchment management strategies designed to mitigate erosion and heavy sediment delivery into critical habitats, while facilitating community-led governance among riparian communities.

Position Overview

EDOTA is seeking an experienced, analytical and highly organized Finance and Procurement Manager.

This dual-function role is responsible for overseeing all financial management, budgeting, consortium sub-grant compliance and procurement processes.

The successful candidate will ensure maximum transparency, strict donor compliance and value-for-money across all procurement and financial pipelines to safeguard project resources.

Key Responsibilities

1. Financial Management and Strategy

• Oversee day-to-day accounting, financial planning, budget monitoring and forecasting for the entire project.

2. Contractor and Sub-recipient Auditing

• Monitor and audit fund disbursements to Nature-based Enterprises, contractors and consultants, ensuring full compliance with donor regulations.

3. Procurement Leadership

• Design, implement and oversee transparent, competitive procurement processes for goods, equipment and consulting services in line with donor guidelines.

4. Financial Reporting

• Prepare timely and accurate monthly, quarterly and annual financial statements and donor reports.

5. Risk and Compliance Management

• Serve as the focal point for internal and external project audits.
• Maintain robust internal control systems to mitigate financial and operational risks.

6. Capacity Building

• Train and support Nature-based Enterprises and CMIs on financial compliance, reporting standards and procurement practices.

Required Qualifications and Experience

Education

• A University Degree in Accounting, Finance, Business Administration or Commerce.
• A professional accounting certification such as CPA, ACCA or ACA, or an advanced qualification in Procurement/Supply Chain Management, such as CIPS, is highly desirable.

Experience

• Minimum of 5 years of progressive experience managing finances and procurement for large-scale, complex, multi-partner or consortium-led development/conservation projects.

Donor Compliance

• Proven expertise navigating the financial and procurement regulations of international institutional donors, such as:
  • EU
  • USAID
  • GIZ
  • UN
  • Or similar donors

Software Competency

• Advanced proficiency in financial accounting software such as QuickBooks, Sage or ERP systems.
• Advanced proficiency in Microsoft Excel.

Interpersonal Skills

• Exceptional integrity and attention to detail.
• Ability to work collaboratively across an inclusive, multi-stakeholder environment.
