Job Overview
World Vision Tanzania is seeking a Finance, Grants and Compliance Manager to oversee financial management, grants compliance, subaward management, partner capacity strengthening, risk management, audit readiness, and financial performance for the FCI Tanzania programme.
This is a senior finance and grants position requiring substantial experience with donor-funded programmes, U.S. Government requirements, subrecipient management, financial controls, budgeting, audits, and compliance.
Key Responsibilities
1. Country Financial Management – 20%
- Lead preparation and management of the FCI Tanzania country budget.
- Develop phased budgets, spending plans, cash-flow forecasts, and budget-versus-actual reports.
- Monitor the programme’s 80/20 efficiency commitment.
- Conduct cost-efficiency and value-for-money analyses.
- Review general-ledger coding, journal entries, reconciliations, advances, partner liquidations, and supporting documents.
- Prepare monthly, quarterly, annual, and donor financial reports.
- Conduct burn-rate, budget variance, pipeline, and expenditure analysis.
- Manage programme cash flow and funding requests.
- Oversee financial flows to consortium and local implementing partners.
- Monitor expenditures by geography, partner, and intervention.
- Lead financial close-out activities, including accruals, obligations, partner closeout, asset disposition, and final reporting.
2. Compliance, Risk & Audit – 15%
- Ensure compliance with U.S. Government/GHSD award requirements and 2 CFR 200.
- Apply World Vision policies and Tanzanian statutory requirements.
- Review costs for:
- Allowability
- Allocability
- Reasonableness
- Authorization
- Budget availability
- Procurement compliance
- Correct coding
- Supporting documentation
- Strengthen internal controls, segregation of duties, cash controls, procurement controls, payroll controls, asset management, and fraud prevention.
- Maintain finance and compliance risk registers.
- Track audit actions, questioned costs, advances, and corrective actions.
- Conduct risk-based financial monitoring of partners.
- Support internal, donor, external, and statutory audits.
- Ensure audit and compliance findings are resolved promptly.
- Support investigations involving suspected misuse or non-compliance.
- Maintain appropriate controls for financial data and personally identifiable information.
3. Sub-Grant & Partner Management – 15%
- Coordinate partner due diligence and pre-award assessments.
- Conduct subrecipient risk assessments.
- Support subaward setup and partner orientation.
- Review partner budgets, advances, liquidations, invoices, payroll documents, and procurement records.
- Develop risk-based partner financial monitoring plans.
- Monitor partner advances, expenditure, compliance findings, questioned costs, and corrective actions.
- Provide financial-management and compliance coaching to local partners.
- Support partner capacity strengthening.
- Coordinate subrecipient closeout and final reconciliation.
4. Financial Performance, Cost Efficiency & Sustainability – 20%
- Analyze burn rates, budget utilization, expenditure trends, unit costs, and cost drivers.
- Monitor the FCI 80/20 efficiency commitment.
- Conduct value-for-money and cost-efficiency analyses.
- Work with programme leadership and MEL teams to link financial and programme performance data.
- Develop financial models for government, community, and faith-based partner ownership.
- Estimate recurrent costs, financing gaps, affordability, and resource requirements.
- Support financial sustainability and programme transition strategies.
5. Localization & Partner Capacity Strengthening – 15%
- Assess the financial-management and compliance capacity of local partners.
- Develop partner capacity-strengthening plans, tools, checklists, and templates.
- Improve partner capabilities in:
- Budgeting
- Cash management
- Financial reporting
- Procurement documentation
- Audit readiness
- Donor compliance
- Closeout procedures
- Support partners with limited previous U.S. Government funding experience.
- Monitor progress against capacity-building milestones.
6. Coordination, Systems & Grant Operations – 15%
- Coordinate with Finance, Procurement, HR, Operations, MEL, technical teams, and Global Finance/Compliance.
- Align budgets, work plans, procurement plans, partner budgets, and reporting deadlines.
- Maintain accurate financial records and grant files.
- Provide financial and compliance inputs for donor reports and management meetings.
- Support financial modelling for cost efficiency, domestic financing, and programme transition.
Qualifications & Experience
Education
Required:
- Bachelor’s degree in:

- Related field
Preferred:
- Master’s degree
- CPA
- ACCA
- CIA
- CFE
- Equivalent professional certification
Required Experience
This is a senior-level position requiring:
- 6–8 years of progressive experience in financial management, grants compliance, and subaward oversight.
- Experience with donor-funded programmes, preferably U.S. Government-funded projects.
- Practical knowledge of 2 CFR 200, award terms and conditions, cost allowability, procurement documentation, internal controls, subrecipient monitoring, audit readiness, and closeout.
- Experience with NGO/international development financial policies and donor-funded programme operations is strongly preferred.
- Experience using accounting software and ERP systems.
- Strong experience with budgeting, general ledger review, reconciliations, expenditure tracking, advances, cash management, and financial reporting.
- Advanced Excel skills.
- Experience with donor financial reporting tools and grant trackers.
- Experience with grant and subrecipient closeout.
- Experience coaching local implementing partners and strengthening their financial-management capacity.
- Excellent written and spoken English.
Preferred Experience
