GIZ is seeking to recruit national personnel to support the finance team of its Service Unit in Tanzania. The Finance Manager position is envisaged to be given the perspective of a longer-lasting contract with GIZ.

Responsibilities And Tasks

1. Finance Management

  • Advise project managers and their technical teams on financial and administrative issues, including contract and financing management, compliance, value-for-money, financial planning, and monitoring.
  • Support existing projects with budget planning and cost/expenditure monitoring using SAP (S/4HANA) and MS Excel, and initiate correction of wrong bookings.
  • Prepare budgets and project calculations for upcoming projects and during change offers for existing projects.
  • Prepare annual financial reports for funders in line with funder requirements using SAP and MS Excel.
  • Handle requests from finance representatives of co-financing donors to facilitate smooth cooperation.
  • Support internal and external controls/audits, contract monitoring, contract/receivable clearing, and the closure of projects from a finance perspective.
  • Ensure that all relevant project documents are properly filed.
  • Conduct quality assessments of administrative functions and regularly exchange information with the Head of Service Unit (HoSu) and other Finance Managers of the Service Unit to improve quality and harmonize/standardize processes.
  • Provide financial information to the Head of Service Unit (HoSu) in response to requests or on a pre-scheduled basis and within the required timelines.
  • Maintain close communication with other Finance Managers in Tanzania and other countries in East Africa.

2. Financial Contracts

  • Monitor fund flows related to financing arrangements.
  • Monitor whether accountability for financing arrangements is received on time.
  • Ensure that audits are initiated and carried out within the required timelines.
  • Coordinate with GIZ Head Office to resolve issues related to international contracts and financing and grant agreements, where necessary.

3. Other Contracts

  • Monitor contracts, including monitoring expenditures for service contracts.
  • Ensure contracts are extended on time where necessary.

Qualifications And Professional Experience

  • University Degree in Business Administration or a comparable qualification.
  • Excellent knowledge of Microsoft Office, especially MS Excel.
  • Experience with an ERP system; experience with SAP S/4HANA is an advantage.
  • 3–5 years of professional experience in an audit company, bank, or controlling unit of an international company.
  • Strong attention to detail and organizational skills.
  • Good communication and interpersonal skills.
  • Fluency in Swahili and English.
  • Knowledge of German is an advantage.
