Job Purpose
The role is responsible for managing mobile money disbursements, cash management, financial reporting, risk control, and stakeholder coordination to ensure accurate, timely, and secure payments to beneficiaries.
1. Mobile Money Disbursements & Cash Management (60%)
Payment Processing
- Review payment schedules and verify supporting documents before processing
- Ensure mobile money payments are uploaded and processed without delay
- Reprocess failed or rolled-back transactions
- Ensure approvals are completed before disbursement
Reconciliation & Accuracy
- Perform weekly reconciliation of mobile money transactions
- Ensure 100% accuracy of documentation and records
- Maintain proper filing and storage of payment documents
Cash/Float Management
- Ensure sufficient mobile money float for operations
- Maintain smooth daily disbursement processes
Expected Outcomes
- Timely beneficiary payments
- 100% resolution of failed transactions weekly
- Zero complaints on payment delays
- Accurate documentation at all times
2. Reporting & Analytics (5%)
- Analyze mobile money usage trends and beneficiary payment patterns
- Ensure correct allocation of financial accounts
- Maintain accurate balance sheet records (no balances older than 30 days)
3. Risk Management (20%)
- Monitor suspicious transaction patterns and report fraud risks
- Support financial investigations with reconciled data
- Contribute to risk assessments and audits
- Implement audit recommendations within 90 days
Expected Outcomes
- At least 2 risk cases identified annually
- Full compliance with audit recommendations
4. Capacity Building & Stakeholder Engagement (15%)
- Train field and finance staff on mobile money procedures
- Develop SOPs and reference guides for disbursements
- Work with mobile money service providers to resolve technical issues
- Collaborate with programme teams for beneficiary verification
- Recommend process improvements to reduce errors and delays
Expected Outcomes
- Quarterly training sessions conducted
- Faster resolution of technical issues
Qualifications
Education
- Bachelor’s Degree in Accounting, Business Administration, or related field
Experience
- Minimum 2 years’ experience in finance or accounting
- Experience in NGO or donor-funded projects preferred
- Experience in financial institutions is an advantage
Skills Required
- Strong Excel, Word, and PowerPoint skills
- Knowledge of Sun Systems (advantage)
- Good planning and organizational skills
- Strong customer service orientation
- Ability to work with multiple stakeholders
- High attention to detail and accuracy
