Position Summary
The Forest Protection Manager will lead frontline forest protection activities for the Rubeho Mountains Carbon Project by safeguarding community forests and surrounding reserves.
The successful candidate will oversee patrol systems, fire prevention and response, community forest guards, and collaboration with Village Land Authorities, Tanzania Forest Services (TFS), and local government authorities. This is a hands-on leadership role focused on community-led conservation and effective forest protection.
Key Responsibilities
1. Forest Patrol & Protection Operations
- Lead and supervise forest patrol systems across project sites.
- Develop patrol schedules, routes, and operational protocols.
- Support Village Councils and Village Natural Resource Committees (VNRCs) in managing forest guards.
- Detect and respond promptly to illegal forest activities.
- Adjust patrol strategies using risk assessments and incident trends.
2. Fire Prevention & Response
- Develop and implement comprehensive fire management plans.
- Conduct community awareness campaigns on fire prevention.
- Establish fire breaks and early warning systems.
- Lead fire response teams and emergency drills.
- Coordinate suppression efforts with local authorities.
- Conduct post-fire incident reviews.
3. Training & Capacity Building
- Train VNRCs and community forest guards.
- Deliver refresher training, mentorship, and field drills.
- Facilitate cross-community learning.
- Assess training effectiveness and improve capacity-building programs.
4. Equipment & Resource Management
- Manage procurement and distribution of patrol and firefighting equipment.
- Maintain equipment inventory and accountability systems.
- Ensure field teams are properly equipped.
5. Monitoring, Data & Reporting
- Establish patrol and incident data collection systems.
- Maintain centralized reporting databases.
- Monitor key performance indicators including:
- Patrol coverage
- Fire incidents
- Response times
- Support Monitoring, Reporting and Verification (MRV) requirements.
6. Community & Stakeholder Collaboration
- Work closely with:
- Village Councils
- VNRCs
- Tanzania Forest Services (TFS)
- Local Government Authorities
- Support conservation initiatives and FPIC processes.
- Coordinate law enforcement actions when necessary.
7. Project Planning
- Support annual planning and budgeting.
- Recommend improvements to forest protection systems.
- Ensure compliance with national policies and carbon project standards.
8. Safety Oversight
- Promote a strong safety culture.
- Enforce safety procedures.
- Conduct regular safety briefings.
- Ensure proper use of personal protective equipment (PPE).
9. Team Leadership
- Supervise field staff and volunteers.
- Set performance objectives.
- Mentor team members.
- Monitor team performance and address issues promptly.
10. Other Duties
- Perform additional responsibilities as assigned.
Qualifications
Applicants should possess:
- Bachelor’s Degree in Forestry, Natural Resource Management, Environmental Science, or a related field.
- Master’s Degree is an added advantage.
- Minimum of 5 years relevant experience.
- 7+ years experience is preferred.
- Experience managing:
- Forest patrol operations
- Fire management programmes
- Community forest conservation initiatives
- Experience working with:
- Village Natural Resource Committees (VNRCs)
- Government forestry or wildlife authorities
- Knowledge of:
- FLR
- REDD+
- Carbon projects
- Monitoring, Reporting & Verification (MRV)
Required Skills
Candidates should demonstrate:
- Strong leadership and operational management.
- Excellent planning and organizational skills.
- Knowledge of forest protection and law enforcement techniques.
- Fire prevention and suppression expertise.
- Strong analytical and problem-solving skills.
- Excellent communication and stakeholder engagement skills.
- Facilitation, negotiation, and conflict resolution skills.
- Proficiency in:
- MS Word
- MS Excel
- MS PowerPoint
- GIS or mapping experience is an advantage.
- Understanding of climate change and carbon projects is an added advantage.
- Fluency in Kiswahili and English.
- Knowledge of local languages spoken in Kilosa and Mpwapwa is an added advantage.

- Work in rough terrain.
- Carry equipment weighing approximately 10–20 kg.
- Operate effectively in remote locations.
Travel
- Extensive domestic travel to rural project sites.
- Occasional international travel for workshops and meetings.
Safety Requirements
The successful candidate must:
- Follow organizational safety procedures.
- Observe environmental and social safeguards.
- Conduct forest protection activities ethically and responsibly.
- Be legally authorized to work in Tanzania (work permits are not sponsored).
