Position Overview
Organization and Reporting Line
The Head of Human Resources and Administration, Tanzania, reports to the HR Director, Africa, with a dotted-line reporting relationship to the Country Director – GardaWorld Tanzania.
Place of Work and Travel
The position is based at the GardaWorld office in Dar es Salaam, Tanzania, with regular travel to operational sites across Tanzania.

Job Summary
The Head of Human Resources and Administration is responsible for delivering both strategic and operational HR initiatives in Tanzania.
The role serves as a business partner to the Country Director on day-to-day HR matters and works closely with the HR Director – Africa to deliver key result areas and ensure alignment of standards, policies and processes with best practices and applicable legal requirements.
Key Responsibilities
1. HR Strategy, Policies and Compliance
- Put in place HR strategies and plans aligned with and supporting the achievement of GardaWorld’s strategic goals.
- Develop, implement and communicate HR management policies and procedures that reflect GardaWorld standards and culture.
- Train managers and supervisory staff on the application of HR policies and procedures.
- Review and revise HR policies and procedures as necessary to ensure continued compliance with statutory requirements.
- Monitor all HR activities and practices to ensure compliance with statutory requirements and company policies.
2. Recruitment, Selection and Staffing
- Manage and support the vetting, selection and recruitment of staff.
- Work closely with the Country Director Tanzania, Heads of Department and line managers to identify and define vacancies and recruit suitably qualified staff.
- Effectively manage service providers, including agents and consultants providing HR-related services, ensuring optimal service delivery and value for money.
- Ensure that all staff are properly contracted in accordance with company policy and applicable labour laws.
3. Compensation and Benefits
- Develop effective and competitive compensation and benefits structures to attract and retain staff.
- Ensure alignment of employee rewards with performance.
- Administer insured staff benefits schemes, including:
- Medical schemes
- Pension schemes
- Group Personal Accident schemes
- Other applicable employee benefits
4. Performance Management
- Drive the development of a high-performing culture within GardaWorld.
- Ensure timely completion of goal setting, bi-annual reviews and annual performance appraisals.
- Ensure effective feedback processes and performance improvement planning.
- Implement and monitor performance management programmes.
- Support departmental staff through training, mentorship and coaching.
5. Employee Relations, Discipline and Grievances
- Manage disciplinary issues in line with the provisions of applicable Employment Acts and company policy.
- Ensure fairness and transparency in disciplinary processes while minimizing instances of litigation.
- Drive grievance resolution and ensure that pertinent employee issues are addressed fairly, confidentially and transparently wherever possible.
- Support legal cases arising from employment disputes by providing lawyers with timely and relevant information where required.
6. Career Development and Succession Planning
- Design career development and succession plans that address GardaWorld’s current and future business requirements.
- Ensure that career development and succession initiatives provide a return on investment.
7. Learning and Development
- Facilitate employee learning and development by assessing organizational capability and identifying skills gaps.
- Design training interventions to address identified gaps.
- Identify business, departmental and individual training needs.
- Develop and roll out training calendar activities as required.
8. Employee Welfare
- Establish employee welfare programmes that support the general well-being of staff.
- Ensure employees remain focused, supported and able to deliver in line with organizational expectations.
9. HR Records and Administration
- Establish and maintain systems for managing staff records.
- Ensure employee records, including personal data, annual leave, off days and sick leave, are kept up to date.
- Ensure HR records comply with relevant statutory and regulatory requirements.
10. Industrial Relations and Government Relations
- Ensure harmonious industrial relations across the organization.
- Act as the key point of contact with trade unions.
- Coordinate with key government agencies on employment-related matters.
- Liaise with government bodies to ensure the successful management of labour matters.
11. HR Department Capacity and Development
- Manage staff capacity and skill levels within the HR department to meet current and planned outputs.
- Support HR team members through training, mentorship and coaching.
- Implement and monitor performance management programmes within the HR department.
Authority
The Head of Human Resources and Administration will exercise authority as directed and delegated by the HR Director, Africa, and in accordance with the GardaWorld Authority Matrix.
Accountability
The Head of Human Resources and Administration, Tanzania, is accountable to the Human Resource Director – Africa for the responsibilities outlined in this job description.
Performance will be monitored and managed through mid-year and annual performance reviews and supported through monitoring of agreed Key Performance Indicators (KPIs).
Qualifications and Experience
Education
- Bachelor’s Degree in Human Resources, Social Sciences, General Management, Business Administration or a related field.
- A professional qualification in Human Resource Management is desirable.
Professional Experience
- At least 10 years of experience in Human Resources Management.
- Strong technical skills across most, if not all, aspects of Human Resource Management, with particular focus on:
- Recruitment and Selection
- Learning and Development
- Performance Management
- Compensation and Benefits
- HR Policies
- Solid expertise in industrial relations management.
- Experience working in labour-intensive and unionized environments.
- Knowledge and working experience with Tanzanian labour laws.
Skills and Competencies
- Excellent written and verbal communication skills in English and Swahili.
- Excellent interpersonal skills.
- Strong HR leadership and business partnering capabilities.
- Strong knowledge of employment legislation and regulatory requirements.
- Ability to manage employee relations and industrial relations matters effectively.
- Strong policy development and implementation skills.
- Ability to work with senior management, employees, unions, government authorities and external advisors.
