Job Title: Human Resource Officer

Reports To: HRA Manager

Location: Head Office, Dar es Salaam

Contract Duration: September – December 2026 (Renewable annually based on performance and/or funding)
Job Purpose
The Human Resource Officer supports core HR functions to ensure staff welfare and operational efficiency. Key responsibilities include managing general HR duties, handling internal communications, and overseeing day-to-day office operations.
Key Duties and Responsibilities

Prepare monthly staff payroll and ensure timely submission of statutory contributions.

Manage staff leave, attendance, procedures, monthly reporting, and related inquiries.

Oversee recruitment processes, including onboarding, orientation, and training.

Review departmental plans and consolidate annual recruitment schedules.

Process and manage work, residence, and camp permits for expatriates.

Oversee performance management (goals, evaluation tools, mid-year/final appraisals, feedback, and record storage).

Manage HR activities and maintain data through the HR management system.

Develop and implement staff training programs and professional development initiatives.
-
Review, develop, and enforce HR policies and regulations.
-
Prepare employment contracts and define terms of service.
-
Oversee workplace health and safety matters.
-
Handle disciplinary issues, employee concerns, and management communications.

Monitor and manage the HR budget (salaries, statutory contributions, and operational expenses).

Provide policy guidance and interpretation to employees.

Maintain accurate staff records and submit the Monthly Staff Information Report by the 5th of each month.

Organize and maintain HR filing systems.

Perform any other related duties as assigned.
Qualifications, Experience, and Competencies
-
Education: Bachelor’s degree in Human Resource Management or a related field.

Experience: Minimum of three (3) years of experience in HR (NGO experience is an added advantage).

Legal & Technical Knowledge: Strong knowledge of Tanzanian labor laws, HR practices, HRMS, and payroll software.

IT Skills: Strong computer skills (MS Office suite).

Languages: Excellent written and spoken command of both English and Swahili.
-
Key Traits: High integrity, strong report writing skills, problem-solving capability, confidentiality, and ability to work independently under pressure.
