1. About Amani Centre for Street Children
Amani Centre for Street Children (Amani) is a Tanzanian non-governmental organisation based in Moshi, Kilimanjaro Region. For over two decades, the organisation has worked to reduce the number of children living on the streets of Tanzania.
Amani rescues street-connected children and provides shelter, education, medical care, and psychosocial support. It also works to reunite children safely with their families while supporting those families to become self-sufficient.
The organisation supports several hundred children each year through a holistic approach founded on integrity, unconditional care, excellence, and collaboration.
Amani is seeking a qualified, strategic, experienced, and highly motivated Human Resources Manager to lead organisational development, promote a high-performance culture, and ensure compliance with labour laws and best human resource management practices.
2. Job Purpose
Reporting to the Executive Director, the Human Resources Manager will provide overall leadership, strategic direction, and operational oversight of Human Resources and Administration functions at Amani’s headquarters in Moshi, with oversight of its Arusha and Singida offices.
The successful candidate will ensure effective organisational systems, policies, and practices are in place to attract, retain, and motivate employees.
The role will oversee more than 80 staff members while ensuring that administrative services, including procurement and logistics, are efficient, transparent, and supportive of programme delivery.
The Human Resources Manager will supervise procurement officers, the secretary, store and logistics personnel, and office support staff. The role also involves working closely with the Executive Director, department heads, and Finance team to align organisational resources, staff welfare, and compliance requirements with Amani’s mission and vision.
3. Key Responsibilities
A. HR Policy Development and Compliance
- Develop, implement, and regularly update Human Resources and Administration policies, systems, and procedures.
- Ensure compliance with Tanzanian labour laws, donor requirements, and organisational needs.
- Review HR policies and administrative procedures to maintain effective organisational practices.
B. Recruitment and Retention
- Lead the full recruitment cycle, including workforce planning, preparation of job descriptions, shortlisting, interviewing, and onboarding.
- Develop strategies to attract, recruit, and retain qualified employees.
- Ensure recruitment processes are fair, transparent, and consistent with organisational policies.
C. Performance Management
- Oversee staff performance management systems.
- Coordinate goal setting, performance appraisals, and follow-up on identified capacity-building needs.
- Promote accountability and continuous improvement across the organisation.
D. Employee Relations
- Manage employee relations and workplace matters.
- Ensure grievances, disciplinary cases, and workplace conflicts are resolved fairly and promptly.
- Promote positive working relationships and a professional working environment.
E. Compensation and Benefits
- Maintain a competitive and transparent compensation and benefits structure.
- Ensure salary scales and benefits are aligned with organisational capacity and approved policies.
- Support the consistent and fair administration of employee compensation.
F. Staff Development
- Promote staff development through training, mentoring, and career growth initiatives.
- Identify training needs and support employee capacity building.
- Encourage continuous learning and professional development.
G. Employee Welfare, Wellbeing, and Records
- Oversee employee welfare and occupational health and safety programmes.
- Ensure employee records are accurate, confidential, and ready for audits.
- Maintain effective HR databases and information management systems.
H. Team Leadership
- Provide leadership, supervision, and guidance to staff under the Human Resources and Administration function.
- Supervise procurement officers, logistics personnel, and office support staff.
- Promote teamwork, accountability, and efficient service delivery.
I. Procurement and Asset Management
- Oversee procurement activities to ensure compliance with organisational policies.
- Promote transparent bidding processes and effective vendor management.
- Ensure accurate asset registers, inventory records, and stock management procedures.
J. Facilities and Logistics Management
- Supervise facilities management, including leases, utilities, repairs, and equipment.
- Coordinate cost-effective logistical support for events, training sessions, and field activities.
- Work closely with the Finance team to ensure expenditure aligns with approved budgets.
K. Governance, Compliance, and Reporting
- Ensure compliance with national labour laws, donor regulations, and internal policies.
- Prepare regular Human Resources and Administration reports for the Executive Director and Senior Management Team.
- Maintain confidentiality, integrity, and professionalism in all HR and administrative matters.
4. Qualifications and Experience
Applicants must meet the following requirements:
- A Bachelor’s Degree in Human Resource Management, Business Administration, Public Administration, or a related field.
- A postgraduate qualification or professional HR certification, such as CHRP or CIPD, is mandatory.
- At least five to seven years of progressive experience in Human Resources and Administration management, including two to three years in a senior or managerial position, preferably within an NGO or donor-funded organisation.
- Sound knowledge of Tanzanian labour laws, OSHA requirements, and donor compliance standards.
- Demonstrated experience in recruitment, performance management, compensation and benefits administration, and staff welfare programmes.
- Demonstrated experience overseeing procurement, asset management, transport or fleet management, and facilities administration.
- Proficiency in Human Resources Information Systems (HRIS) and standard office software, including Microsoft Office or Google Workspace.
- Be at least 18 years old and a Tanzanian citizen, or possess a valid work and residence permit if a non-citizen, in accordance with applicable law.
- Possess a valid Police Clearance Certificate (Hati ya Polisi ya Tabia Njema) confirming no criminal record and be willing to undergo reference and background checks before and during employment.
- Demonstrate a sound understanding of, and commitment to, children’s rights and protection under the Law of the Child Act, 2009 (Cap. 13 R.E. 2019), and its regulations.
- Possess the Certified Human Resource Professional (CHRP) qualification, as specified in the vacancy announcement.
- Be willing to sign and strictly comply with Amani’s Child Safeguarding Policy and Code of Conduct.
- Provide a medical certificate confirming good health and freedom from infectious or communicable diseases, as required for staff in residential childcare settings under the Children’s Homes (Regulation) Act.
- Demonstrate fluency in spoken and written Kiswahili and working proficiency in English.
- A valid driving licence and willingness to travel occasionally between Amani’s project sites are added advantages.
