Position Summary
The Human Resources Manager is a strategic and operational leader responsible for overseeing all aspects of human resource management.
The role focuses on attracting, developing, and retaining high-quality talent while supporting institutional growth and fostering a culture of excellence, inclusion, and continuous improvement.
Key Responsibilities
Strategic HR Leadership
- Develop and implement an HR roadmap aligned with institutional goals and academic vision
- Lead succession planning frameworks to ensure leadership continuity
- Support organizational design and change management initiatives
- Contribute to group-wide HR projects (e.g., HRIS, compensation frameworks)
Talent Acquisition & Workforce Planning
- Oversee end-to-end recruitment for academic and non-academic staff
- Ensure staffing aligns with current and future institutional needs
- Lead initiatives to attract and retain high-quality talent
- Support localization strategies and expatriate workforce planning
Talent Development & Performance Management
- Develop talent pipelines and leadership pathways for local staff
- Collaborate on professional development (PD) strategies
- Implement performance appraisal systems and mentoring programs
HR Operations & Systems
- Manage HR Information Systems (HRIS) and ensure data integrity
- Oversee payroll reconciliation, leave administration, and employee benefits
- Administer insurance programs and ensure compliance
Compliance & Governance
- Ensure full compliance with Tanzanian Labour Laws and education regulations
- Oversee safeguarding matters and risk mitigation processes
- Lead internal and external HR audits and follow up on action plans
- Ensure compliance with data protection and privacy regulations
- Serve as Secretary to the HR Committee of the Board
Qualifications
- Bachelor’s degree in Human Resource Management, Business Administration, or Education Management
- Master’s degree and/or HR certification (e.g., SHRM, PHRi) preferred
Experience
- 8–10 years of progressive HR experience
- At least 4 years in a senior HR leadership role
- Experience in the education sector or professional services environment is highly desirable
Key Competencies
- Strong knowledge of Tanzanian Labour Laws and HR best practices
- Proficiency in HRIS, data analytics, and Microsoft Office
- Leadership experience in multicultural and international environments
