Job Summary

The Public Procurement Regulatory Authority (PPRA) is seeking four ICT Officer II (Software Development – Backend) professionals to support the development, deployment, integration, security, and maintenance of backend applications and services.

The role focuses heavily on Java, Spring Boot, APIs, databases, microservices, asynchronous systems, backend security, testing, and CI/CD.

Key Duties and Responsibilities

The successful candidate will:

• Participate in the analysis, design, development, testing, deployment, and maintenance of secure and scalable backend applications.
• Develop backend services using Java and Spring Boot.
• Develop RESTful APIs and GraphQL schemas, queries, and mutations.
• Integrate internal and external systems using:
  • Spring Cloud OpenFeign
  • APIs
  • RabbitMQ
  • Asynchronous and event-driven communication mechanisms
• Design, develop, and optimize PostgreSQL databases using:
  • SQL
  • Indexing
  • Spring Data JPA
  • Hibernate
• Implement backend security, caching, testing, API documentation, and performance optimization.
• Work with technologies such as:
  • Spring Security
  • OAuth2
  • JWT
  • Redis
  • JUnit
  • Testcontainers
  • Swagger/OpenAPI
  • Postman
• Use Git-based repositories, CI/CD pipelines, and containerized deployment environments.
• Prepare technical documentation.
• Perform other duties assigned by the supervisor.

Academic Qualifications

Applicants must possess a Bachelor’s Degree from a recognized higher learning institution in one of the following fields:

• Computer Science
• Software Engineering
• Information Technology
• Information Systems
• Computer Engineering

Applicants must also have practical project experience or a demonstrable software development portfolio.

Required Technical Knowledge and Experience

Candidates should demonstrate:

• Strong proficiency in Java 21 or above.
• Strong knowledge of modern object-oriented programming.
• Backend development experience using:
  • Spring Boot
  • Spring Data JPA
  • Hibernate
• Practical experience with:
  • REST APIs
  • GraphQL
  • Spring Cloud OpenFeign
  • PostgreSQL
  • RabbitMQ
  • Asynchronous processing
  • Event-driven architecture
