1.0 ADMINISTRATIVE POSITIONS
1.1 Principal Estates Management Officer Grade I (1 Post)
(i) Educational Qualifications
- Bachelor’s and Master’s Degree in one of the following fields:
- Estates Management
- Property and Facilities Management
- Real Estate Management
- Building Engineering
- Building Survey
- Land Management and Valuation
- Or an equivalent qualification
- Minimum of 12 years working experience in a related position.
(ii) Knowledge, Skills and Abilities
Applicants should possess:
- Knowledge of estates or facilities management.
- Organizational and time management skills.
- Strong communication and influencing skills.
- Analytical and problem-solving abilities.
- Decision-making skills.
- Leadership and project management skills.
- Attention to detail.
- Commercial awareness.
- Customer service skills.
(iii) Duties and Responsibilities
The successful candidate will be responsible for:
- Providing technical guidance on estates management.
- Planning and controlling maintenance activities.
- Developing estates management strategies.
- Developing and reviewing policies.
- Coordinating maintenance and rehabilitation of university assets.
- Scheduling preventive and corrective maintenance.
- Preparing sketches and minor alterations.
- Implementing landscaping improvement programmes.
- Managing university assets and facility utilization.
- Preparing budgets for capital development.
- Negotiating contracts with vendors.
- Preparing technical and project progress reports.
- Supervising junior staff and contractors.
- Monitoring staff performance and providing coaching.
- Overseeing major development projects.
- Ensuring quality and compliance standards.
- Coordinating external contractors and stakeholders.
- Performing any other duties as assigned.
1.2 Principal Planning and Investment Officer Grade I (1 Post)
(i) Educational Qualifications
- Master’s Degree in:
- Planning
- Project Planning and Management
- Finance and Investment
- Development Planning
- Monitoring and Evaluation
- Or a related field.
- Minimum of 12 years of senior-level experience in planning and/or investment.
(ii) Duties and Responsibilities
A. Planning Functions
- Implement and monitor the University Strategic Plan.
- Evaluate the Corporate Strategic Plan.
- Develop annual rolling plans.
- Prepare annual reports.
- Develop data collection methodologies.
- Compile and analyze university data.
- Evaluate operational costs.
- Prepare staff and student projections.
- Supervise budget implementation.
- Monitor compliance with annual work plans.
B. Investment Functions
- Develop investment strategies.
- Prepare investment plans and related documentation.
- Monitor implementation of investment projects.
- Conduct investment risk assessments.
- Carry out investment research.
- Perform any other assigned duties.
C. Resource Mobilization Functions
- Implement resource mobilization strategies.
- Develop funding proposals.
- Initiate and support income-generating activities.
- Monitor donor and funding opportunities.
- Engage stakeholders.
- Conduct training and awareness programs on resource mobilization.
