Job Purpose
The Government of Tanzania is implementing the National Plan of Action to End Violence Against Women and Children (NPA-VAWC II), which incorporates the evidence-based frameworks of INSPIRE for Violence Against Children and RESPECT Women for Violence Against Women.
The plan aligns with the Tanzania Development Vision 2050 (Dira 2050), particularly reinforcing its core pillars of Human Development and Good Governance. It contributes to the national objective of shrinking the gender gap by 85% and building an inclusive society capable of sustaining high economic growth.
The Development Partners Group–Gender Equality (DPG-GE), under the NPA-VAWC subgroup, is strengthening coordination of NPA-VAWC II implementation. There has been a notable increase in technical and financial assistance from various Development Partners (DPs) at both national and sub-national levels.
However, there is currently no consolidated and sufficiently detailed overview of partner interventions. This creates a risk of duplication, concentration of support in particular thematic or geographic areas, and limited visibility of underserved priorities and locations.
To address this gap, the DPG-GE NPA-VAWC II subgroup, with assistance from an Irish-funded joint initiative, intends to undertake an in-depth mapping exercise of these efforts to identify “who is doing what, where, and how” in support of NPA-VAWC II implementation.
The mapping will cover the eight thematic areas of NPA-VAWC II and will strengthen coordination, identify thematic, geographic, and financing gaps and overlaps, and inform future programming, partnership, resource mobilization, and resource allocation decisions.
Objectives of the Consultancy
Primary Objective
The primary objective is to strengthen coordination, identify thematic, geographic, and financing gaps and overlaps, and inform future programming, partnership, resource mobilization, and resource allocation decisions.
Specific Objectives
The consultant will be expected to:
- Identify all actors supporting NPA-VAWC II implementation at national and sub-national levels.
- Map ongoing and planned interventions across the eight thematic areas of NPA-VAWC II in four (4) sample regions, considering:
- Geographical coverage.
- Target groups.
- Implementation period.
- Funding source.
- Delivery modality.
- Analyze the types of support provided, including:
- Coordination.
- Capacity building.
- Direct support for programming in thematic areas.
This analysis will identify gaps, overlaps, and areas of coordination.
- Identify opportunities for coordination, joint programming, or complementarity among actors supporting NPA-VAWC II implementation.
- Develop a tool for partner mapping that can be updated regularly.
- Provide practical recommendations for future DPG-GE strategic planning as well as government implementation of NPA-VAWC II.
Key Initial Outputs
- Inception Report: Detailed methodology, work plan, and data collection tools aligned to the thematic areas.
- Draft Mapping Report: Findings structured by thematic area, including partner matrix and preliminary maps.
- Validation Workshop: Presentation of findings to DPG-GE members for input.
Responsibilities and Tasks
The consultant will be required to perform the following tasks:
A. National Thematic Mapping
The consultant will map ongoing and planned interventions and funding for each of the following eight pillars:
1. Household Economic Strengthening
Support for economic empowerment programmes and livelihood initiatives.
2. Norms and Values
Campaigns, community mobilization, and engagement of traditional and religious leaders to address harmful norms.
3. Safe Environments in Public and Digital Spaces
Interventions aimed at making physical and online spaces safe for women and children.
4. Parenting, Family Support and Relationships
Programmes promoting nonviolent discipline and positive parenting.
5. Implementation and Enforcement of Laws
Support for legislative reform and implementation of legal frameworks.
6. Response and Support Services
Provision of services including one-stop centres, police desks, and social welfare support.
7. Safe Schools and Life Skills
Violence prevention in education settings.
8. Coordination, Monitoring and Evaluation
Support for national and local coordination structures and data systems.
B. Sub-national Granular Mapping – Sample Regions
Four sample regions will be selected in consultation with the NPA-VAWC II Secretariat.
In the selected regions, the consultant will map implementation of the above pillars, with particular focus on:
Coordination Mechanisms
Support to Regional and District Protection Committees.
Capacity Building for Duty Bearers
Training and equipment provided to:
- Police Gender Desks.
- Social Welfare Officers.
- Healthcare workers.
- The Judiciary.
Support to Rights Holders
Direct services for survivors, including:
- Shelters.
- Legal aid.
- Economic empowerment.
- Community-level prevention programmes.
C. Financial and Temporal Analysis
The consultant will capture budget allocations, where transparently available, and project durations in order to identify upcoming funding gaps and sustainability risks.
Deliverables and Outputs
The consultant will submit the following key deliverable:
Final Report and Database
A comprehensive final report together with a searchable Partner Matrix in Excel/PowerBI format.
Duration and Working Schedule
The assignment is expected to take thirty (30) working days over three months, covering the period from September to November 2026.
Place Where Services Will Be Delivered
This is a home-based assignment that will involve travel to four (4) selected sample regions for validation exercises.
Delivery Format
Electronic copies of the reports and the searchable Partner Matrix (Excel/PowerBI) will be submitted to UNFPA.
Payment Schedule
The consultant will be paid in two phases:
- 40% of the consultancy fees upon approval of the Inception Report.
- 60% upon submission of the Final Report.
Monitoring, Progress and Quality Control
The consultant must submit:
- A detailed Inception Report with the proposed methodology and tools in Week 1.
- The Draft Mapping Report in Week 3.
- Validation exercises in Week 4.
- The Final Report and database in Week 4.
All documents reviewed and produced under this assignment must be uploaded and shared in a centralized folder provided by the hiring office.
Supervisory Arrangements
The consultant will work under the direct supervision of the UNFPA Programme Analyst, GBV, with technical guidance from the DPG-GE NPA-VAWC II subgroup, with assistance from the Irish-funded joint initiative.
UNFPA will manage the consultancy following standard operating procedures for consultant management, including approval of deliverables and payments.
Expected Travel
The consultant will undertake field visits and validation exercises to four sampled regions.
Qualifications and Experience
Education
Applicants must possess an Advanced Degree in Gender Studies, Development Economics, Social Sciences, Statistics, or a related field.
Knowledge and Experience
Applicants should have:
- A minimum of five years of experience in the gender sector in Tanzania, with a proven track record in donor coordination or landscape mapping.
- Knowledge of gender equality and women’s empowerment, community development, and/or social welfare issues.
- In-depth understanding of the functioning of national and sub-national gender equality and women’s empowerment structures and national protection system coordination mechanisms, with previous experience and knowledge of working with government institutions.
- A good understanding of contemporary issues and strategies for promoting gender equality and women’s empowerment through gender-transformative, multi-sectoral, and multi-level responses.
- Strong data analysis and data visualization skills. Experience with GIS or PowerBI will be an advantage.
