Job Purpose
The Manager – Credit Governance will establish and maintain a strong credit governance, policy, control, and oversight framework across Equity Bank Tanzania’s credit lifecycle.
The role ensures that credit activities comply with the Bank’s Credit Policy, Delegated Authority Matrix, regulatory requirements, risk appetite, approved credit processes, and governance standards.
Key Responsibilities
1. Credit Governance Framework
- Maintain and continuously strengthen the Bank’s credit governance framework.
- Ensure effective governance throughout the credit lifecycle:
Origination → Appraisal → Approval → Documentation → Disbursement → Monitoring → Remedial Management → Recovery. - Ensure appropriate segregation of duties between Business, Credit, Risk, Operations, and Recovery.
- Monitor compliance with approved credit governance standards.
- Identify governance weaknesses and recommend corrective actions.
- Maintain a centralized register of key credit governance requirements.
- Ensure governance practices align with the Bank’s strategy and risk appetite.
2. Credit Policies & Delegated Authority
- Coordinate periodic reviews of credit manuals, product programmes, and lending guidelines.
- Ensure approved policy changes are communicated to relevant stakeholders.
- Monitor compliance with the Delegated Credit Authority Matrix.
- Review and track credit approval exceptions and authority breaches.
- Escalate material breaches to the Head of Credit Portfolio Management and relevant governance forums.
Examples of breaches include:
- Unauthorized approvals
- Approval splitting
- Circumvention of delegated authority
- Unauthorized condition waivers
- Post-approval amendments
- Unapproved limit excesses
3. Credit Governance Committees
- Coordinate credit governance forums and ensure committees operate within approved mandates.
- Coordinate meeting agendas for relevant credit committees.
- Ensure credit papers are submitted within agreed timelines.
- Maintain accurate minutes and decision records.
- Maintain a centralized tracker of material credit governance decisions and actions.
4. Credit Exceptions & File Reviews
- Establish and maintain a comprehensive credit-exception management framework.
- Conduct periodic governance reviews of credit files and processes.
- Test compliance with approved credit terms and conditions.
- Verify that actual facilities reflect approved terms.
- Identify recurring control weaknesses and recommend corrective measures.
5. Audit & Regulatory Compliance
- Track recurring audit findings and ensure sustainable corrective action.
- Monitor closure of audit issues within agreed timelines.
- Ensure regulatory examination findings are properly addressed.
- Support a strong governance and compliance culture across the credit function.
6. Process Improvement & Automation
- Review the end-to-end credit process to identify inefficiencies and control gaps.
- Recommend improvements that strengthen risk controls while improving customer experience.
- Work with Credit Operations, Technology, and Business teams to automate manual controls.
7. Credit Risk Culture & Reporting
- Support the development of a strong credit risk culture across the Bank.
- Establish processes for converting credit experience into improved underwriting standards.
- Develop regular Credit Governance Reports for senior management.
- Maintain governance dashboards that provide early visibility of emerging weaknesses.
Qualifications
- University degree in Economics, Business Administration, Finance, or a related field.
Required Skills & Knowledge
Candidates should possess:
- Strong interpersonal and communication skills.
- Strong relationship-building abilities.
- Excellent written and spoken English.
- Excellent Microsoft Office/Microsoft Suite proficiency.
- Networking and market-intelligence skills.
- Experience working with C-suite professionals and senior management teams.
Experience
- Minimum 4–6 years of experience in Credit Administration and Governance.
