Position Overview

The Manager, Partnerships and Government Relations will provide strategic leadership and coordination for the implementation of the Accelerate 2.0 Project, a donor-funded literacy initiative.

The role focuses on:

Strategic partnerships management
Government engagement
Project coordination
Stakeholder management
Monitoring and reporting
Advocacy and communications

The position reports directly to the Country Director and supervises literacy field staff while working closely with RM&E teams.

Key Responsibilities

1. Management, Planning & Coordination

Track project activities, budgets, and implementation progress.
Coordinate project execution across departments and stakeholders.
Identify implementation challenges and provide solutions.
Support annual planning and budgeting processes.
Review staff expense reports, timesheets, and compliance documentation.

2. Partnership & Government Engagement

Develop and implement partnership strategies aligned with Room to Read goals.
Strengthen collaboration with government institutions including:
- Ministry of Education, Science and Technology (MoEST)
- PO-RALG
- Tanzania Institute of Education (TIE)
- Zanzibar Institute of Education (ZIE)
Build relationships with donors, corporates, NGOs, and development partners.
Represent Room to Read in high-level meetings, forums, and networks.
Coordinate donor visits and stakeholder engagement activities.
Collaborate with education networks such as TENMET.

3. Program Implementation, Monitoring & Reporting

Coordinate and document project activities and success stories.
Work closely with RM&E teams to support data-driven implementation.
Conduct field visits to monitor project impact and stakeholder needs.
Prepare quarterly and annual narrative and financial reports.
Develop monthly implementation updates and newsletters.
Document best practices and lessons learned.

4. Communications & Advocacy

Support development of communication materials showcasing impact.
Position Room to Read Tanzania as a leader in foundational literacy.
Participate in advocacy campaigns and policy dialogues.
Strengthen organizational visibility and credibility through partnerships.

Qualifications & Experience

Required Qualifications

Master’s Degree in:
- International Development
- Education Management
- Business Administration
- Communications
- Public Relations
- Related field

Experience

Minimum 10 years of progressive experience in:
- Partnership management
- Donor relations
- External engagement
Minimum 7 years of experience in the education and development sector in Tanzania.
Strong background in literacy and girls’ education initiatives.

Required Skills

Excellent communication skills in English and Kiswahili
Strong negotiation and networking abilities
Leadership and stakeholder management skills
Project management and coordination expertise
Advocacy and presentation skills
Ability to manage diverse teams and partnerships

Preferred Qualifications

Established networks with government institutions and development partners in Tanzania.
Experience in international NGOs.
Knowledge of education, gender, and development sectors.
Familiarity with Room to Read programs and operations.
