Main Purpose
The Medical Activity Manager will define, coordinate, and monitor medical activities under their responsibility in accordance with MSF protocols, standards, and procedures.
The position aims to ensure the delivery of quality medical care to patients and communities while improving the health of the target population.
Key Responsibilities
1. Medical Activity Management
- Coordinate, assess, and supervise medical activities, including:
- HIV
- Tuberculosis (TB)
- Sexually Transmitted Infections (STIs)
- Sexual and Gender-Based Violence (SGBV)
- Ensure compliance with MSF protocols, standards, and procedures.
- Compile and analyse medical data relating to patients’ health conditions.
- Monitor achievement of medical activity objectives.
- Report problems and challenges to the technical referent.
2. Project Planning and Budgeting
- Participate in annual project planning and budgeting.
- Follow up on programmes and project activities.
- Supervise implementation and achievement of medical objectives.
3. Patient Follow-Up and Documentation
Ensure that administrative procedures related to patient follow-up are properly completed, including:
- Individual patient cards
- Registers
- Paper exit procedures
- Discharges
- Transfers
All documentation must comply with MSF procedures.
4. Pharmacy and Medical Equipment Management
- Ensure efficient pharmacy management.
- Monitor rational use of medicines.
- Supervise appropriate use of medical devices in coordination with the biomedical service.
- Anticipate future medical equipment and supply needs.
5. Medical Supplies and Operational Support
- Prepare medical orders required for medical activities.
- Identify and report non-medical support needs, including:
- Materials
- Infrastructure
- Transportation
6. Team Management
- Coordinate and monitor the team’s daily work plan.
- Manage staff absences, vacations, and leave.
- Participate in shifts when required.
- Replace a doctor when necessary.
7. Human Resources and Staff Development
In coordination with Human Resources:
- Plan and supervise staff recruitment.
- Support staff induction and training.
- Conduct performance evaluations.
- Support staff development.
- Facilitate internal communication.
- Improve staff capabilities and ensure appropriate staffing levels.
8. Reporting
- Participate in monthly reporting.
- Prepare Situation Reports (SitRePs).
- Prepare medical statistical reports in accordance with applicable guidelines.
MSF Context-Specific Responsibilities
The Medical Activity Manager will also:
Quality of Care
- Coordinate, supervise, and continuously improve the integrated package of care.
- Work closely with the Ministry of Health (MoH).
- Ensure compliance with MSF standards, national guidelines, and project objectives.
Clinical Supervision and Mentorship
Strengthen quality of care through:
- Supportive supervision
- Clinical mentorship
- On-the-job coaching
- Clinical audits
- Maternal and Perinatal Death Surveillance and Response (MPDSR)
- Simulation exercises
- Quality-improvement initiatives
Capacity Building
- Strengthen the technical capacity of MoH healthcare workers.
- Provide training and mentorship.
- Conduct joint supervision.
- Support implementation of MoH/MSF Standard Operating Procedures (SOPs).
- Promote quality and sustainability of health services.
Programme Monitoring
- Monitor medical indicators and programme performance.
- Analyse quality-of-care outcomes and operational data.
- Ensure accurate documentation.
- Submit timely SitRePs and other monitoring reports.
Emergency Preparedness
- Coordinate emergency preparedness activities.
- Support disease surveillance.
- Coordinate outbreak-response activities with MoH and relevant stakeholders.
- Ensure readiness for public health emergencies.
Multidisciplinary Team Coordination
- Coordinate daily activities of the multidisciplinary medical team.
- Ensure effective work planning.
- Maintain adequate staffing.
- Ensure continuity of medical services.
Recruitment and Performance Management
- Plan and supervise recruitment.
- Support staff induction and training.
- Manage staff performance in collaboration with Human Resources.
Medical Supplies and Support Services
Coordinate with:
- Pharmacy
- Laboratory
- Biomedical
- Logistics
Ensure the rational use and uninterrupted availability of:
- Medicines
- Diagnostics
- Medical equipment
- Essential medical supplies
Ministry of Health Coordination
- Represent MSF in technical coordination and co-management activities with the Ministry of Health and partners.
- Promote joint planning.
- Support quality improvement.
- Contribute to sustainable health-system strengthening.
Staff Health
- Follow up on the health of locally hired staff in accordance with the applicable national staff health policy.
Qualifications and Requirements
Education
Applicants must be:
Medical Doctors.
Desirable
- Specialization or training in Tropical Medicine or related studies.
Experience
Applicants must have:
- At least 3 years of work experience related to their medical qualification.
- Previous field experience with MSF is an advantage.
- Experience working in a Neonatal Intensive Care Unit (NICU) is an added advantage.
Languages
- Good spoken and written English
- Proficiency in Kiswahili
Computer Skills
Essential computer literacy, including:
