Project Background

Global Communities is seeking a Monitoring, Evaluation, and Learning (MEL) Lead for the anticipated World Bank and Government of Tanzania funded Evidence-Based Parenting Models Addressing Gender-Based Violence (Bandebereho/Program P) initiative.

The assignment forms part of the Project for Advancing Gender Equality in Tanzania (PAMOJA), which consists of four key components:

  • Promoting Economic Opportunities for Women through Community-Based Models
  • Strengthening Gender-Based Violence (GBV) Prevention and Response Services
  • Innovations and Partnerships
  • Project Management, Monitoring, and Evaluation

The 24-month project aims to design, adapt, pilot, validate, and support the national rollout of a community-based social norms change and GBV prevention program based on the successful Bandebereho model implemented in Rwanda.

Implementation will begin with pilot activities in two district councils before progressively expanding to 15 councils across Mainland Tanzania.

The project is delivered through four integrated technical workstreams:

  • Formative Research
  • Program/Curriculum Adaptation
  • Training of Trainers
  • Monitoring, Evaluation, and Learning (MEL)

Position Summary

The MEL Lead will provide technical leadership and advisory support for monitoring, evaluation, and learning activities under the assignment.

Rather than managing the overall PAMOJA MEL system, the role focuses on strengthening evidence generation, ensuring high-quality data collection, supporting integration with the project’s Management Information System (MIS), and building government capacity to sustain MEL systems beyond the project period.

The successful candidate will lead baseline and endline survey activities in pilot districts and integrate MEL approaches into the Training of Trainers curriculum.

Key Responsibilities

The MEL Lead will:

  • Support the design of the project’s Monitoring, Evaluation, and Learning framework.
  • Develop MEL tools and data collection instruments for the Bandebereho program.
  • Lead baseline surveys in the two pilot district councils.
  • Oversee pilot data collection and ensure high-quality data management.
  • Provide real-time quality assurance and troubleshoot data collection challenges.
  • Provide technical guidance for endline surveys and analysis of pilot results.
  • Analyze findings to assess behavioral and attitude changes and inform program improvements.
  • Design and deliver a Monitoring and Evaluation module within the Training of Trainers curriculum.
  • Build district-level capacity for ongoing learning, data collection, and adaptive management.
  • Provide ongoing MEL technical support during project scale-up.
  • Coordinate closely with the Formative Research, Program Adaptation, and Training teams.
  • Review project reports and provide technical input into project documentation, including the National Prevention Protocol when requested.

Required Qualifications

Applicants should possess:

  • Bachelor’s Degree in:
    • Monitoring and Evaluation (M&E)
    • Economics
    • Statistics
    • Social Sciences
    • Or another related field.
  • Minimum 5 years of experience designing and implementing Monitoring, Evaluation, and Learning systems for attitude or behavior change programs.
  • Experience designing MEL frameworks and managing project data systems.
  • Familiarity with:
    • Project Management Information Systems (MIS)
    • Demographic and Health Survey (DHS)-aligned survey methodologies.
  • Experience implementing at least two similar MEL assignments within the last 8 years, preferably involving:
    • Gender-Based Violence (GBV) programs
    • Social development initiatives
    • Behavior change monitoring
    • Ethical GBV data systems.
  • Experience working in Tanzania or other Sub-Saharan African countries.
  • Strong expertise in:
    • Quantitative and qualitative research methods
    • Statistical analysis software
    • Data visualization platforms such as CommCare and Power BI.
  • Previous experience with the World Bank or other international development donors is an added advantage.
  • Excellent English communication, technical writing, and presentation skills.
  • Demonstrated experience producing technical reports, briefs, or publications.
