People and Culture Business Partner (P&C Business Partner)

Job Purpose

The People and Culture Business Partner is responsible for driving HR (People & Culture) operational effectiveness across Country Offices.

The role supports:

  • Organizational development and change
  • Implementation of best HR practices and standards
  • Diversity, equity, inclusion, and accessibility (DEIA) initiatives
  • Employee relations and workforce wellbeing

Key Responsibilities

1. Operational Delivery (40%)

  • Advise on global People & Culture policies and their local application
  • Support localization of HR policies across Country Offices
  • Identify and mitigate people-related risks
  • Ensure compliance with safeguarding, safety, and security policies
  • Collaborate with senior leadership on HR strategy and operations

2. Employee Relations and Services (30%)

  • Manage whistleblowing cases and employee complaints
  • Conduct investigations and maintain confidential records
  • Ensure adherence to disciplinary procedures
  • Liaise with legal advisors and investigators
  • Analyze employee data (surveys, exit interviews) to identify trends
  • Recommend and implement corrective actions

3. Quality Assurance (20%)

  • Conduct HR audits and operational assessments
  • Improve employee experience across Country Offices
  • Strengthen HR capacity and compliance
  • Support data analysis and reporting for decision-making
  • Drive continuous improvement initiatives

4. Diversity, Equity, Inclusion & Accessibility (10%)

  • Embed DEIA principles into policies and processes
  • Support implementation of DEIA strategy and initiatives
  • Develop training and awareness programs
  • Track DEIA progress using measurable indicators
  • Support global DEIA committees and initiatives

Scope and Impact

  • Provides strategic HR advisory support across multiple countries
  • Coaches People & Culture Specialists and Country Office leadership
  • Leads:
    • Global Community of Practice
    • DEIA Committee
  • Contributes to building a unified organizational culture

Qualifications and Experience

Education

  • Master’s degree in:
    • Human Resource Management
    • Business Administration
    • Organizational Behaviour
    • Or related field

Professional Experience

  • Extensive HR experience in international development organizations
  • Experience managing HR operations across multiple countries
  • Strong knowledge of employment law in different jurisdictions
  • Experience in HR business partnering models
  • Proven ability to advise leadership and deliver HR training

Language Skills

  • Fluent in English (required)
  • Additional language (French, Arabic, or Portuguese) is an advantage

Salary (Examples by Location)

  • Tanzania: TZS 7,276,275 per month
  • Uganda: UGX 9,750,052 per month
  • Ghana: GHS 15,156 per month
  • United Kingdom: GBP 54,374 per year
  • Canada: CAD 90,418 per year

(Salary varies depending on duty station and is paid in local currency.)
