About Thamini Uhai
Thamini Uhai (formerly World Lung Foundation) is a Tanzanian non-governmental organization partnering with the Government of the United Republic of Tanzania since 2008. The organization focuses on reducing maternal and early neonatal mortality and strengthening health systems in underserved rural areas.
From 2008 to 2019, Thamini Uhai collaborated with Bloomberg Philanthropies and the Ministry of Health to expand Emergency Obstetric and Newborn Care (EmONC) and scale respectful maternity care initiatives across Kigoma, Katavi, Geita, and Mwanza regions.
Program Overview
Partnership Program for Comprehensive and Integrated Maternal and Newborn Health Improvement (Mjamzito na Mtoto Salama)

Program Goal
To accelerate progress toward the 2030 SDGs by improving maternal and newborn health outcomes through:
- Strengthening quality and respectful EmONC services
- Improving antenatal and newborn care
- Scaling care for small and sick newborns
- Providing technical support to the Ministry of Health
Position Details
- Department: Program
- Reports To: Regional Program Coordinator
- Technical Supervision: Senior Technical Advisor – Newborn Health
- Employment Type: Full-time
- Contract Duration: 1 year
Position Summary
The Program Officer – Newborn Health provides both technical and operational support for newborn health interventions at regional, council, and facility levels.
The role focuses on:
- Delivering high-quality newborn care services
- Supporting essential newborn care and Kangaroo Mother Care (KMC)
- Strengthening quality improvement systems
- Ensuring alignment with national health priorities
Key Responsibilities
- Support implementation of newborn health interventions
- Support quality improvement initiatives and clinical care strengthening
- Assist in planning and execution of program activities
- Strengthen health worker capacity in newborn care
- Support systems for effective newborn care delivery
- Monitor program performance and promote data-driven decision-making
- Collaborate with government and partners (RHMTs, CHMTs)
- Document and share program lessons and experiences
Qualifications & Experience
Education
- Bachelor’s degree in:
- Medicine
- Nursing
- Midwifery
- Or related health field
- Master’s degree in Paediatrics, Neonatology, Public Health, or related field (added advantage)
Experience
- Minimum 5 years’ experience in RMNCAH programs
- Proven experience in newborn health programming
- Clinical experience in:
- Essential newborn care
- Neonatal resuscitation
- Kangaroo Mother Care (KMC)
- Stabilization and care of small and sick newborns
Added advantages:
- Experience with neonatal care units or stabilization corners
- Experience working with government health systems (RHMTs, CHMTs)
- Experience in mentorship, supervision, and capacity building
