The Position
The Programme Associate provides comprehensive programmatic, financial, and administrative support to the SRHR Unit within the UNFPA Tanzania Country Office.
Under the overall guidance of the UNFPA Representative and the direct supervision of the SRHR Coordinator, the Programme Associate supports efficient programme implementation, quality assurance, and procedural compliance.
The role involves close collaboration with administrative, financial, and operations teams to optimize resource utilization, facilitate cross-functional workflows, and support Implementing Partners (IPs) across development and humanitarian settings.

Job Purpose
The Programme Associate will support consistent operational and programmatic delivery of the SRHR portfolio.
Key areas of the role include:
- Administrative and financial processing.
- Monitoring expenditures against targets.
- Supporting development and implementation of Implementing Partner Annual Work Plans (AWPs).
- Supporting financial reporting through FACE forms.
- Ensuring compliance with the Harmonized Approach to Cash Transfers (HACT).
- Coordinating logistics for events, capacity-building workshops, and monitoring missions.
- Supporting Results-Based Management (RBM) principles and UNFPA guidelines.
Key Responsibilities
A. Programme Management, Administrative and Financial Support
Financial Processing and Budget Monitoring
- Process payment requests, travel authorizations, and purchase orders using corporate ERP systems such as Quantum, ensuring that all required supporting documents are verified.
- Monitor expenditure targets, budget utilization, and delivery levels for the SRH Unit against approved budgets.
- Initiate requisitions and receiving processes as required.
Implementing Partner Management and Compliance
- Assist Programme Officers in supporting Implementing Partners (IPs) to prepare and finalize Annual Work Plans (AWPs) and requests for Funding Authorization and Certificate of Expenditures (FACE forms).
- Conduct quality control of financial reports to ensure compliance with UNFPA financial rules, HACT guidelines, micro-assessments, and spot-check requirements.
Logistics and Event Coordination
- Plan, schedule, and coordinate administrative arrangements and logistics for high-level technical meetings, donor reviews, and other strategic meetings.
- Coordinate with relevant focal points on venue procurement.
- Coordinate travel itineraries.
- Manage daily subsistence allowance (DSA) disbursements in accordance with organizational policies.
Correspondence and Workflow Management
- Manage incoming and outgoing mail and correspondence.
- Draft non-substantive responses to inquiries from external partners.
- Maintain a secure and comprehensive filing system.
- Update database contact details for key stakeholders.
B. Monitoring, Evaluation and Reporting Assistance
Reporting and Synthesis
- Follow up on timely submission of qualitative and quantitative progress reports from Implementing Partners.
- Review, compile, and synthesize field monitoring data to support preparation of consolidated quarterly monitoring and implementation reports.
- Assist in entering programme data into corporate planning systems, including Quantum Plus and UNINFO.
Monitoring Mission Support
- Participate in joint or technical field monitoring visits to target regions alongside Programme Specialists.
- Document key findings.
- Draft monitoring reports.
- Track follow-up actions and recommendations addressing programmatic bottlenecks in Gender and SRH interventions.
Results-Based Management Alignment
- Ensure programmatic and financial tracking aligns with:
- Results-Based Management (RBM) standards.
- UNSDCF cooperation frameworks.
- Corporate procurement policies.
- Support alignment across both development and humanitarian response settings.
C. Research and Knowledge Management
Data Compilation and Advocacy Support
- Assist in collecting and analysing data from studies, surveys, and reports to update the programme repository.
- Support technical advisors in preparing:
- Briefing materials.
- Fact sheets.
- Success stories.
- Articles.
- PowerPoint presentations.
These materials may cover areas such as:
- Maternal health.
- Family planning.
- Gender-based violence (GBV).
Lessons Learned and Knowledge Sharing
- Support tracking, archiving, and distribution of good and promising practices and lessons learned.
- Facilitate knowledge sharing across units, inter-agency working groups, and external partners.
D. General Support
- Provide cross-functional backstopping for other administrative or programme team members to ensure continuity of office support functions and operations.
- Perform any other duties assigned by the Representative, Deputy Representative, or respective Unit Supervisors.
Qualifications and Experience
Education
Required:
- Completed secondary-level education.
Highly Desirable:
A first-level university degree in:
- Public Health.
- Population Studies.
- Gender Studies.
- Development Studies.
- Social Sciences.
- Business Administration.
- A related field.
Knowledge and Experience
- At least six (6) years of relevant professional experience in project/programme management support, administration, or financial tracking within national or international organizations, UN agencies, or CBOs/NGOs.
- Proven experience using corporate ERP financial/management systems such as Quantum or Atlas.
- Advanced computer skills, particularly:
- MS Word.
- MS Excel.
- MS PowerPoint.
- Database management.
- Familiarity with:
- FACE forms.
- HACT compliance procedures.
- Work plan preparation.
- Tracking budget delivery targets.
- Understanding of Sexual and Reproductive Health (SRH) programming contexts is a strong asset.
- Strong event planning and administrative coordination skills.
- Ability to multitask and work independently under tight deadlines.
- Previous experience within the UN System or detailed understanding of the UNFPA mandate is a distinct advantage.
Languages
- Fluency in written and spoken English is required.
- Fluency in written and spoken Kiswahili and/or another UN language is desirable.
