Programme Finance Officer – CBM (Christian Blind Mission)

Position: Programme Finance Officer

Key Responsibilities

1. Project Development

  • Develop and review project budgets during planning stages
  • Ensure compliance with donor and local regulations including:
    • Taxes
    • Social security requirements
  • Support Partner Portfolio teams in:
    • Partner assessments
    • Addressing financial management gaps

2. Partner Capacity Building

  • Design and implement financial management training initiatives
  • Train partners on:
    • Financial reporting
    • Budgeting
    • Procurement procedures
    • Forecasting
    • Internal controls
    • Compliance requirements
  • Conduct:
    • Workshops
    • Coaching sessions
    • One-on-one training
  • Promote transparency and efficiency in financial systems

3. Project Coordination & Quality Assurance

Responsibilities include reviewing:

  • Income & Expenditure Statements
  • Balance sheets
  • Bank reconciliations
  • Cash flow statements

Additional duties:

  • Assist partners in procurement planning
  • Support procurement financial analysis
  • Ensure timely project fund transfers
  • Respond to donor financial queries
  • Coordinate financial matters between:
    • Country Office
    • International Office
    • Implementing partners
  • Provide financial updates to the Country Director
  • Maintain accurate project finance documentation

4. Monitoring

Conduct annual financial monitoring visits (remote and physical) including:

  • Sample voucher checks
  • Procurement compliance reviews
  • Documentation verification
  • Tax and VAT checks
  • Eligibility verification of expenditures
  • Corrective action guidance

5. Reporting & Audit

  • Review quarterly and annual financial reports
  • Reconcile reports with:
    • Bank statements
    • Project accounts
  • Support budget-versus-actual expenditure analysis
  • Review financial forecasts
  • Coordinate internal and external audits
  • Draft auditor Terms of Reference (ToRs)
  • Support timely auditor recruitment
  • Follow up on audit recommendations
  • Close audit action points after verification

6. Compliance & Risk Management

  • Identify and mitigate financial risks
  • Ensure compliance with:
    • Donor regulations
    • Tax laws
    • Labor laws
    • NGO regulations
  • Monitor changing tax regulations
  • Support partners in legal compliance
  • Review and close compliance-related action points

7. Country Office Finance Management & Controls

Support Country Office operations through:

  • Implementation of internal controls
  • Maintenance of accounting records
  • Banking and payment support
  • Proper filing of financial documents
  • Year-end financial closing support
  • Procurement and asset management coordination
  • Supplier process compliance

Qualifications

Educational Requirements

Candidates should possess:

  • Bachelor’s Degree or Master’s Degree in:
    • Finance
    • Accounting
    • Related field
  • Associate CPA qualification (mandatory)

Experience

  • Minimum 5 years of experience in:
    • International NGOs (I/NGO sector)
    • Equivalent financial management roles

Technical Skills

Applicants should demonstrate:

  • Grant reporting requirements
