Purpose of the Role
The Anticipatory Action and Disaster Risk Reduction (DRR) Expert will support WFP Tanzania in the implementation of anticipatory action and disaster risk reduction programmes at national and district levels, working closely with the Prime Minister’s Office – Disaster Management Department (PM-DMD). The expert will support government and partners to strengthen early warning systems, disaster preparedness, and risk reduction initiatives to mitigate the impact of climate extremes on vulnerable communities.
This position requires frequent travel to Dar es Salaam and project districts as needed.
Key Accountabilities / Responsibilities
Disaster Risk Reduction
- Conduct district-level hazard, exposure, capacity, and vulnerability assessments (Risk Assessments) in collaboration with PMO-DMD and district experts.
- Support the development of District Emergency Preparedness and Response Plans (EPRPs).
- Develop DRM programmes linked to social protection and anticipatory action.
- Support contingency planning for hazards such as floods, droughts, and epidemics.
- Provide technical input to policy and strategy development on DRR.
- Participate in donor working groups, including the UN Emergency Coordination Group (ECG).
- Coordinate with ESARO DRR colleagues to support emergency preparedness and response SOPs.
Anticipatory Action
- Support PMO-DMD in coordinating multi-sectoral anticipatory action systems from national to sub-national levels.
- Act as secretariat for the Anticipatory Action Technical Working Group.
- Develop multi-hazard anticipatory action plans in collaboration with WFP teams, government, and partners.
- Define impact-based triggers and thresholds for anticipatory actions with relevant stakeholders.
- Develop implementation plans for anticipatory actions and provide technical support to field teams.
- Support M&E teams and partners in developing learning agendas for anticipatory action.
- Align anticipatory action initiatives with Shock Responsive Social Protection programmes.
- Support resource mobilization for anticipatory action portfolios.
Qualifications & Experience Required
Education:
- Advanced university degree in meteorology, atmospheric science, climate change, environment, earth sciences, geography, climatology, disaster risk reduction/management, or related fields.
Experience:
- Minimum 6 years of progressively responsible experience in disaster risk reduction, disaster risk management, risk financing, or related areas, including work with government agencies.
- Experience in food security, agriculture, or rural development programmes is an asset.
- Demonstrated ability to provide technical assistance and capacity building for climate action programmes.
Knowledge & Skills:
- Strong understanding of climate impacts on food security and available climate services.
- Ability to engage effectively with government, UN, and NGO stakeholders.
- Excellent verbal and written communication, with the ability to convey complex meteorological information to non-experts.
- Strong analytical, reporting, and writing skills.
- Strong interpersonal, coordination, and diplomacy skills.
- Proactive, independent, organized, and able to meet deadlines.
- Ability to work under pressure.
- Proficiency in Windows and MS Office (Word, Excel, PowerPoint, Outlook).
