About the Programme

The Joint Programme on Rural Women’s Economic Empowerment (JP RWEE) is a five-year initiative implemented through a partnership between:

  • World Food Programme (WFP)
  • Food and Agriculture Organization
  • International Fund for Agricultural Development
  • UN Women

The programme aims to improve the livelihoods, resilience, rights, and economic empowerment of rural women through four key outcomes:

  1. Improved food security and nutrition.
  2. Increased incomes and resilience.
  3. Enhanced leadership, voice, and participation of women.
  4. More gender-responsive policies and governance systems.

Job Purpose

The National Coordinator is responsible for the overall coordination, management, implementation, and oversight of the Joint Programme in Tanzania.

The role serves as the primary link between participating UN agencies, government institutions, implementing partners, donors, and other stakeholders to ensure effective programme delivery, strong collaboration, visibility, learning, and accountability.


Key Responsibilities

1. Programme Coordination

  • Lead all coordination mechanisms of the JP RWEE.
  • Serve as the overall manager of the programme.
  • Organize and chair Technical Working Group meetings.
  • Coordinate National Steering Committee meetings.
  • Facilitate engagement with government institutions and stakeholders.
  • Organize multi-stakeholder forums and programme events.
  • Provide updates to senior management and government representatives.
  • Liaise regularly with the Global Coordination Unit.
  • Participate in global coordination meetings and learning forums.

2. Programme Management and Implementation

  • Ensure effective programme start-up and implementation.
  • Establish planning, implementation, and monitoring systems.
  • Oversee implementation according to approved programme documents.
  • Coordinate development of annual work plans and budgets.
  • Address implementation challenges and identify solutions.
  • Organize joint field missions and monitoring visits.
  • Monitor programme expenditure and budget utilization.
  • Ensure achievement of programme milestones and performance indicators.
  • Promote innovation and effective use of technical expertise across agencies.

3. Monitoring, Evaluation and Reporting

  • Oversee implementation of monitoring and evaluation systems.
  • Lead quarterly programme reviews.
  • Organize annual programme review workshops.
  • Ensure effective complaints and feedback mechanisms.
  • Support baseline studies, evaluations, and assessments.
  • Review reports submitted by participating agencies.
  • Prepare annual and biannual donor reports.
  • Consolidate programme reporting information and submit reports to the Global Coordination Unit.

4. Knowledge Management and Learning

  • Develop and implement programme knowledge management plans.
  • Promote a culture of learning and continuous improvement.
  • Facilitate experience-sharing sessions among stakeholders.
  • Document lessons learned and best practices.
  • Support replication and scaling of successful approaches.
  • Participate in global learning and South-South cooperation initiatives.

5. Human Resources and Administration

  • Supervise the MEAL (Monitoring, Evaluation, Accountability and Learning) Coordinator.
  • Conduct performance evaluations.
  • Identify partner capacity-building needs.
  • Facilitate training and technical support for stakeholders.
  • Coordinate programme documentation and fund transfer processes.
  • Ensure governance structures and Terms of Reference remain updated and effective.

6. Communications and Visibility

  • Develop and implement a communications plan.
  • Coordinate programme visibility activities.
  • Support creation of communication materials.
  • Promote awareness of programme achievements and impact.

7. Other Duties

  • Perform additional responsibilities as assigned in support of programme objectives.

Minimum Qualifications

Education

Applicants must possess either:

Option 1

An Advanced University Degree (Master’s level or equivalent) in:

  • International Development
  • Gender Studies
  • Behavioral Economics
  • Sociology
  • Agriculture
  • Rural Development
  • Other related development fields

Option 2

A First University Degree combined with more than five years of relevant professional experience and/or specialized training.


Language Requirements

  • Fluency in spoken and written English.
  • Fluency in spoken and written Kiswahili.

Reporting Structure

The National Coordinator reports directly to:

  • Head of Food Systems and Market Access (SO3), WFP Tanzania.

The position also maintains accountability to:

  • Global Coordinator based at WFP Headquarters in Rome.

The ideal candidate should possess:

  • Strong programme management experience.
  • Experience coordinating multi-stakeholder partnerships.
  • Knowledge of gender equality and women’s economic empowerment programmes.
  • Experience working with government institutions, development partners, and UN agencies.
  • Strong budgeting, planning, monitoring, and reporting skills.
  • Excellent communication, negotiation, and stakeholder management abilities.
  • Experience supervising teams and facilitating capacity-building initiatives.
  • Strong understanding of rural development and food security issues.
