Role Overview

The Project Development Manager will be responsible for managing the end-to-end project lifecycle, driving initiatives from inception and feasibility all the way through to Financial Close. Acting as a local sponsor representative, you will coordinate land acquisition, permitting, and high-level government stakeholder management, while interfacing smoothly with international technical partners and financial institutions.

Key Experience Requirements

Professional Background: 8–15 years of proven experience managing energy or large-scale infrastructure projects.
Project Lifecycle: A demonstrated track record in power plant development or massive infrastructure delivery.
Feasibility & Finance: Hands-on experience leading feasibility studies and actively participating in project financing and bankability discussions.
Regulatory Navigation: Extensive experience dealing directly with government ministries, regulators (e.g., EWURA), and public utility entities (e.g., TANESCO).
Industry Exposure: Deep, practical understanding of the East African energy landscape, specifically within Tanzania.

Critical Skills & Competencies

Project Structuring: Exceptional ability to design and “architect” a project completely from scratch, including robust legal and commercial frameworks.
Financial Awareness: Solid understanding of utility revenue models (such as PPAs), cost structures, and basic financial viability metrics (e.g., IRR, DSCR).
Government Relations: Highly comfortable and diplomatic when handling high-level negotiations with ministries and public authorities.
Communication: Confident, professional presence when engaging with international investors; ability to simplify complex technical ideas for diverse audiences.
