Position Summary
The Public Health Administrative Specialist supports CDC Tanzania’s Division of Global Health Protection (DGHP) by providing administrative, financial, and program management support for Global Health Security activities.
The position focuses on:
- Cooperative agreement management
- Program administration
- Budget and financial management
- Office administration
- Coordination with government institutions, implementing partners, CDC headquarters, and other U.S. Government agencies.
Key Responsibilities
1. Cooperative Agreement Administration (40%)
The successful candidate will:
- Manage CDC cooperative agreements in Tanzania.
- Coordinate with CDC headquarters and grants management teams.
- Ensure compliance with Notice of Award (NOA) requirements.
- Track grants documentation and reporting deadlines.
- Support implementing partners on grant administration.
- Review work plans, budgets, and proposals.
- Monitor grant performance and reporting.
- Maintain grant calendars and reporting schedules.
- Prepare recommendations regarding grant modifications.
- Coordinate post-award amendments and compliance activities.
2. Program Support (30%)
Responsibilities include:
- Maintaining accurate program documentation.
- Managing records in Microsoft Teams, OneDrive, and Grants Solutions.
- Tracking partner activities and project implementation.
- Supporting portfolio reviews and resource tracking.
- Coordinating implementing partner meetings.
- Following up on action items.
- Reviewing annual work plans and financial reports.
- Preparing correspondence, reports, and briefing documents.
- Supporting government clearances.
- Organizing meetings and providing logistical support.
3. Budget Management & Finance (20%)
The incumbent will:
- Support preparation and administration of annual budgets.
- Monitor Global Health Security funding.
- Prepare budget forecasts and expenditure reports.
- Conduct budget analysis.
- Monitor funding utilization.
- Coordinate with CDC Finance Teams.
- Support management of unliquidated obligations.
- Review partner budgets.
- Monitor financial reporting.
- Conduct pipeline analysis.
4. Administrative Support (10%)
The position also involves:
- Liaising with Finance and Embassy teams.
- Maintaining stakeholder contact databases.
- Managing program calendars.
- Monitoring reporting deadlines.
- Supporting audits and evaluations.
- Coordinating meetings, conferences, training sessions, and official visits.
Education Requirements
Applicants must possess a Bachelor’s Degree in one of the following fields:
- Public Administration
- Business Administration
- Accounting
- Public Health
- International Development
- Or another closely related discipline
Experience Requirements
Applicants must have:
- At least five (5) years of progressively responsible administrative management experience in a public health or international development environment.
Experience must include:
- Grants, contracts, acquisitions, or cooperative agreement administration
- Administrative reporting
- File management
- Working with external stakeholders and partners
Language Requirements
Applicants must have Level IV (Fluent) proficiency in:
- English (Speaking, Reading & Writing)
- Swahili (Speaking, Reading & Writing)
Language proficiency may be tested.
Required Knowledge
Applicants should demonstrate knowledge of:
- Cooperative agreement administration
- Grants management
- Audit and accounting principles
- Tanzania’s public health operational environment
- Government regulations related to public health agreements
- Public health administrative systems
- Health information systems
