Job Summary

The U.S. Mission in Tanzania is seeking a Supervisory Information Management Specialist to lead information technology services and support at CDC-Tanzania.

Reporting to the Deputy Country Director, the position provides strategic IT leadership, manages IT operations and infrastructure, supervises IT personnel, ensures cybersecurity and information-system integrity, and advises CDC management on technology investments and solutions.

The role also serves as the principal IT liaison between CDC-Tanzania, CDC Headquarters and regional IT advisers.

Major Responsibilities

1. Strategic Planning – 15%

  • Lead strategic planning for CDC-Tanzania’s information and communication technology systems.
  • Advise senior management on hardware, software, financial and human-resource IT requirements.
  • Develop and maintain IT strategic plans.
  • Serve as the principal consultant on IT decisions in Tanzania.
  • Develop and maintain IT systems architecture.
  • Establish standards and protocols for data exchange, communications software and network interconnection.
  • Support technology pilot projects as required.

2. Management & Coordination – 30%

  • Ensure compliance with U.S. Government, Department of Health and Human Services and CDC information-management policies.
  • Develop and monitor hardware and software standards.
  • Supervise three CDC-Tanzania operations positions.
  • Develop IT standard operating procedures.
  • Evaluate staff performance and take appropriate personnel actions.
  • Develop IT budgets and operating plans.
  • Manage ICT equipment inventories, software applications and licences.
  • Conduct application risk assessments.
  • Ensure systems meet security requirements and are protected against malware and other threats.
  • Coordinate IT training and staff capacity development.
  • Manage relationships with vendors, service providers, regulators and consultants.
  • Support procurement of ICT equipment and services.
  • Prepare and monitor the CDC-Tanzania ICT Annual Budget and Operating Plan.
  • Develop performance-monitoring and reporting systems.

3. ICT Operations & Technical Responsibilities – 30%

The successful candidate will provide advanced technical oversight covering:

  • Server administration and configuration.
  • LAN/WAN administration.
  • Network security and access controls.
  • Firewall management.
  • Network backups and software upgrades.
  • Performance monitoring and troubleshooting.
  • Voice over IP and digital video conferencing.
  • Remote access services.
  • Internet and intranet access.
  • Hardware and software installation and upgrades.
  • Network infrastructure and connectivity.
  • User rights and access management.
  • File-management services and server logs.
  • Cybersecurity and data-security controls.
  • Security cameras and building-access systems.
  • Technical support for CDC programmes and implementing partners.

The position will provide expert management of the LAN supporting approximately 85 users.

4. Supervision & Leadership – 25%

  • Assign work and provide direction to IT staff.
  • Monitor employee performance and conduct appraisals.
  • Develop and review position descriptions.
  • Participate in recruitment and selection of IT personnel.
  • Recommend staffing, training and personnel actions.
  • Manage IT support services throughout CDC-Tanzania.
  • Lead ICT and information-systems projects.
  • Manage project priorities, costs, schedules, risks, quality and resources.
  • Develop and enforce policies protecting networks and data.
  • Support strategic ICT planning and lifecycle management.
  • Provide advanced IT training to CDC staff and implementing partners.
  • Promote interoperability and adoption of appropriate technology standards.

Education Requirements

Applicants must have a Master’s degree in one of the following:

  • Computer Science
  • Computer Engineering
  • Information Systems
  • Management Information Systems
  • Business Administration plus a Bachelor’s degree in Computer Science, Engineering or Information Systems
  • A related major

Applicants must also hold at least one of these professional certifications:

  • ITIL Foundation
  • CCNA

Professional Experience

Candidates must have:

  • At least 6 years of progressively responsible experience in computer information systems.
  • At least 3 years of experience managing Microsoft Windows servers and workstations and administering LAN/WAN environments.
  • At least 2 years of supervisory experience.

Language Requirements

  • English: Level 4 – fluent speaking, reading and writing.
  • Swahili: Level 4 – fluent speaking, reading and writing.

Language proficiency may be tested.

Technical Knowledge

Applicants should have advanced specialist knowledge of:

  • IT administration and software.
  • Microsoft Windows Server.
  • Microsoft Exchange.
  • Microsoft Windows network configuration.
  • Network security.
  • Microsoft Office.
  • Current Microsoft Windows operating systems.
