Consultancy Purpose
The consultancy aims to strengthen UNICEF Tanzania staff and partner capacity to design, implement, and monitor Social and Behaviour Change (SBC) interventions that achieve measurable behavioural outcomes using the COMBI (Communication for Behavioural Impact) methodology.
Scope of Work / Key Components
1. Inception & Training Design
- Develop training framework and methodology
- Align content with COMBI SBC approach
2. Pre-Session (Virtual)
- Conduct preparatory virtual engagement sessions
- Align expectations with UNICEF and partners
3. In-Country Training Delivery
- Facilitate SBC/COMBI training sessions in Tanzania
- Engage multiple stakeholders in interactive learning
4. Applied Component
- Support practical application of COMBI tools
- Guide participants in real-case SBC planning
5. Post-Training Coaching & Reporting
- Provide follow-up coaching support
- Prepare final technical report and recommendations
Required Qualifications
Education
- PhD in one of the following fields:
- Public Health
- Behavioural/Social Sciences
- Communication for Development
- Social & Behaviour Change
- Health Promotion
- Development Studies
- Sociology / Anthropology
- Related fields
Experience
- 8–10 years of experience in SBC, RCCE, or related fields
- Proven experience with COMBI methodology
- Experience in training design and facilitation
- Strong background in multi-stakeholder engagement
- Experience with UN agencies, governments, or NGOs
Skills
- Strong behavioural intervention design expertise
- Adult learning and facilitation skills
- Ability to simplify technical SBC concepts
- Strong analytical and report writing skills
- Stakeholder engagement and communication skills
Language
- Fluent in English (required)
- Kiswahili is an added advantage
Desirable Experience
- Experience working in Tanzania or similar contexts
- Experience using social listening/community insights in programming
