About the Project
RTI International is seeking a Finance and Operations Manager for a five-year research study funded by the National Institute of Mental Health (NIMH).
The study will evaluate the impact of a multilevel HIV stigma reduction intervention on:
- Quality of Life (QoL)
- HIV Viral Suppression
among Women Living with HIV (WLWH) in Tanzania.

Reporting Line
The position will report directly to the Project Manager, based in Nairobi, Kenya.
The Finance and Operations Manager will work closely with:
- Multiple Principal Investigators (MPIs)
- Research Coordinator
- Site Principal Investigator
- Technical Staff
- Consultants
- Hospital and Government Partners
- RTI Headquarters Staff
Position Summary
The Finance and Operations Manager will be responsible for ensuring effective administrative, financial, statutory, and logistical support for the project.
The role will ensure:
- Cost-effectiveness
- Timely project implementation
- Compliance with statutory requirements
- Strong internal controls
- Efficient resource utilization
The incumbent will oversee all day-to-day financial and operational functions of the project in Tanzania.
Key Responsibilities
Financial Management
- Oversee all finance and administration functions for the research project.
- Ensure compliance with RTI and NIMH policies and procedures.
- Prepare and submit monthly financial statements, including:
- Expenses
- Receivables
- Payables
- Prepare monthly, quarterly, and annual expenditure reports.
- Develop pipeline estimates for project implementation costs.
- Prepare biweekly cash requirements.
- Monitor project cash flow and maintain appropriate cash balances.
- Perform bank reconciliations.
- Submit expense reports and wire transfer requests to RTI headquarters.
- Manage and monitor office petty cash systems.
- Participate in budget forecasting and financial planning processes.
Operations and Administration
- Oversee:
- Human Resource Management
- Procurement
- Logistics
- Administration
- Information Technology (IT) Support
- Ensure efficient allocation and utilization of project resources.
- Coordinate operational support functions to achieve project objectives.
- Monitor compliance with internal policies and procedures.
Compliance and Regulatory Management
- Ensure compliance with Tanzanian laws and regulations, including:
- Tax requirements
- Statutory deductions
- Shipping regulations
- Customs procedures
- Registration requirements
- Coordinate with government agencies and relevant stakeholders to ensure regulatory compliance.
- Maintain strong internal control systems.
Stakeholder Coordination
- Work closely with:
- Principal Investigators
- Research Coordinators
- Technical Teams
- Government Partners
- Hospital Partners
- Consultants
- RTI Headquarters Staff
- Support project implementation through effective coordination and communication.
Other Duties
- Perform any additional duties assigned by project leadership.
Required Qualifications and Experience
Education
Applicants must possess one of the following:
- Bachelor’s Degree with at least 8 years of relevant experience, OR
- Master’s Degree with at least 6 years of relevant experience, OR
- Equivalent combination of education and professional experience.
Professional Qualification
- Professional Accounting Training is required.
Required Experience
- Minimum of 8 years of experience in:
- Finance
- Administration
- Project Management
- Experience working with international organizations in international settings.
- Experience working with financial and banking institutions in Tanzania.
- Strong understanding of Tanzanian tax laws and statutory requirements.
- Knowledge of:
- US Government (USG) regulations
- Procurement and assistance procedures
- Administrative policies and systems
Required Skills and Competencies
Technical Skills
- Advanced proficiency in:
- Microsoft Excel
- Microsoft Word
- Microsoft PowerPoint
- Microsoft Access
- Knowledge of accounting and procurement software.
- Experience with QuickBooks is an added advantage.
Leadership and Management Skills
- Strong leadership and supervisory abilities.
- Excellent managerial skills.
- Ability to lead and coordinate multidisciplinary teams.
- Results-oriented approach.
Communication Skills
- Excellent verbal and written communication skills.
- Fluency in:
