About the position: 

The Technical Lead – RMNCAH will lead and provide overall technical leadership and strategic oversight for the Integrated Maternal Health, Family Planning, Obstetric Fistula and Mental Health and Psychosocial Support (MHPSS) Project implemented by Americares Foundation Tanzania. The Technical Lead will guide the design, implementation, and quality assurance of integrated RMNCAH interventions across facility and community platforms. The role will support evidence-based capacity building interventions (i.e., on-the-job training, on-site mentorship, supportive supervision and clinical attachment), quality improvement initiatives, health systems strengthening, and the integration of mental health and psychosocial support within maternal and newborn health services.

The Technical Lead – RMNCAH will also provide strategic technical leadership and work in close partnership with regional and council health management teams, referral hospitals including Bugando Medical Centre, sub-granted civil society organizations, and community structures to ensure the project is fully aligned with national policies and guidelines, strengthens referral systems, and delivers measurable  outcomes across integrated maternal health, family planning, obstetric fistula, and MHPSS.

Duties and Responsibilities: 
1. Technical Leadership, Program Implementation and Quality Assurance

Provide strategic technical direction for the design, implementation, and scale-up of integrated RMNCAH interventions including maternal and newborn health, family planning, obstetric fistula, and perinatal mental health ensuring alignment with national guidelines, quality-of-care standards, and the latest evidence.

Lead the development of project work plans, implementation strategies, clinical protocols, and program guidelines, while providing oversight for the integration of obstetric fistula services (prevention, identification, referral, surgical care, survivor reintegration) and perinatal mental health within the broader maternal and newborn health continuum.

Oversee health systems strengthening and quality improvement activities, including facility readiness assessments, clinical audits, maternal death root cause analyses, and the implementation of Maternal and Perinatal Death

Surveillance and Response (MPDSR).
Guide capacity-building efforts (i.e., on-the-job training, mentorship, coaching, clinical attachments) through hub-and-spoke models for health care providers across all technical areas.

Provide technical oversight on integrated supportive supervision activities to ensure quality, effectiveness, and sustainability.

Support strengthening referral linkages and emergency obstetric care pathways across facility and community levels, working in collaboration with government systems and partners.

Support integrated fistula outreach campaigns, surgical repair services, post-operative care, and survivor reintegration programs

Promote community engagement strategies to improve demand for quality maternal health services, early identification and referral of obstetric fistula cases.

Advise the adoption and scale-up of innovations, lessons learned, and quality improvement approaches to strengthen integrated RMNCAH service delivery.

Strengthening the technical capacity of program staff, sub-granted CSOs, R/CHMTs and health care providers on facility and community integrated RMNCAH approaches.

2. Policy Advocacy and Technical Partnerships
In partnership with the Americares Tanzania country team, Safe and Accountable Programming, and AEMEA teams, ensure integration of safe and accountable programming principles and action steps throughout the project life cycle.

Represent Americares in relevant national and regional technical working groups, coordination forums, and review meetings, providing technical expertise on RMNCAH, family planning, obstetric fistula, and MHPSS.

Provide strategic technical input to the development of SOPs, policies, and guidelines, including the National Fistula Eradication Strategy and the integration of perinatal mental health into existing ANC and PNC guidelines.

Lead and support efforts to improve clinical standards and achieve accreditation milestones, including FIGO accreditation for obstetric fistula services at Bugando Medical Centre.

Strengthen partnerships with other partners to enhance RMNCAH service delivery, improve community linkages, and support obstetric fistula survivor reintegration.

3. Program Development and Strategic Planning
Contribute to the design and development of new project proposals and concept notes related to RMNCAH, family planning, obstetric fistula, and MHPSS.

Support strategic planning, ensuring alignment with national priorities, donor requirements, and organizational goals.

4. Monitoring, Learning and Knowledge Management
Lead periodic technical reviews, learning forums, and adaptive management processes to assess progress and improve program performance.

Work closely with the MERL team at HQ to ensure robust tracking of program indicators, service delivery outcomes, and quality improvement measures.

Promote data-informed decision making to improve service delivery and program performance.

Document program innovations, lessons learned, and best practices

Support dissemination of evidence and program results through technical reports, publications, and stakeholder forums.

5. General
Ensure high-quality, timely, and accurate technical reporting in line with organizational standards.

Participates in meetings, training, seminars, and workshops as required by the program and organization.

Maintains Americares data protection policy and confidentiality regarding all patient cases and records

Qualifications and Experience 
An advanced degree in Medicine, Nursing, Public Health, or a related field is required. A Master’s Degree in Obstetrics and Gynecology, Public Health, or a related discipline is strongly preferred.

At least 10 years of senior-level experience leading the design, implementation, and oversight of RMNCAH programs, with a proven track record in improving maternal and newborn health outcomes, strengthening quality of care, and supporting health system and service delivery improvements.

Demonstrated technical expertise in RMNCAH, including quality improvement approaches such as Maternal and Perinatal Death Surveillance and Response (MPDSR), maternal death reviews, and facility readiness assessments.

Proven experience working with government health systems, including national and zonal referral hospitals, Regional and Council Health Management Teams (R/CHMTs), and civil society organizations, to strengthen intergrated RMNCAH services.

Strong capacity to provide technical leadership, including mentoring and on-the-job training of healthcare providers on intergrated RMNCAH interventions

Demonstrated ability to translate policies, guidelines, and evidence into actionable program strategies and implementation plans.

Experience in integrating cross-cutting areas such as mental health/psychosocial support within RMNCAH programs; familiarity with obstetric fistula prevention, treatment, and reintegration is an added advantage.

Strong analytical and problem-solving skills, with the ability to use data for decision-making, program improvement, and performance monitoring.

Excellent communication, coordination, and stakeholder engagement skills, with demonstrated leadership in multi-sectoral and multi-level settings.

In the first 90 days

Lead the development of a structured capacity-building approach for healthcare providers, incorporating training, mentorship, and supportive supervision across RMNCAH service areas.
Collaborate with the MERL function to review and strengthen RMNCAH indicators, data collection tools, and reporting processes to support data-driven decision-making.

In the first six months:
Lead the implementation of integrated RMNCAH interventions across targeted facilities and communities, ensuring coordinated delivery of maternal and newborn health, family planning, obstetric fistula prevention and treatment, and mental health and psychosocial support services.
Strengthen facility-level quality of care systems through improved readiness assessments, institutionalization of maternal death reviews, and effective implementation of MPDSR to enhance identification and management of obstetric complications.
Oversee the rollout of structured capacity-building systems, including training, mentorship, and supportive supervision, to improve provider competencies across RMNCAH service areas.
Strengthen linkages between community platforms, primary health facilities, and referral hospitals to improve continuity of care, including support to the hub-and-spoke model for outreach surgical and anesthesia services.
Strengthen engagement of CSOs and community actors to enhance community-based RMNCAH service delivery, early identification and referral of obstetric fistula cases, and survivor reintegration, including psychosocial support.
Ensure robust program monitoring and learning systems are in place, including routine data review, documentation of implementation progress, and use of evidence to inform adaptive management and improve service delivery outcomes.
